1988/1996 - PRINCIPAL, WILLIAM C. OVERFELT HIGH SCHOOL - ESUHSD

Full responsibility for the operation of a comprehensive high school. The school has 2242 students, 110 certificated staff members and another 70 support staff. There are three associate principals, five counselors and two student advisors. The school attendance area is primarily low socioeconomic community with a student population of approximately 95% minorities. The school has an excellent staff and outstanding programs especially in Music, Math, Science and Business. The school has a very active and effective Staff Development Committee and School Site Council. The school has received State Department of Education “Distinguish School” award. Most recently, we have increased our actual student attendance rate from 82% to 93%.

1986/1988 - PRINCIPAL, FOOTHILL CONTINUATION HIGH SCHOOL - ESUHSD

Full responsibility for the operation of the continuation school and other alternative educational programs such as, School Age Mother, Independent Study, G.E.D. program. These programs served students from the entire district composed of ten comprehensive high schools. While in this position, we implemented several new programs that resulted in increasing the graduation rate form 6-7 students per year to 46 in 1988. Received a six-year accreditation from WASC.

1985/1986 - ASSOCIATE PRINCIPAL, INDEPENDENCE HIGH SCHOOL

Duties included the full responsibility for implementing the disciplinary and attendance policies. Responsibility for hiring, supervising and evaluating the classified personnel in the Attendance Office. This particular school is represented by over 4,000 students, 180 teachers and a campus of over 103 acres.

1984/1985 - ACTING DIRECTOR OF HUMAN RELATIONS - ESUHSD (This position was a temporary appointment while the official director completed his Ph. D.) As a district office administrator, my responsibilities in this position included meeting with the eleven high schools Associate Principals who reported for assistance and follow-up. Dealt with all student expulsions, parent and student complaints that were not able to be resolved at the local school sites. Acted on intra/inter-district transfers and student immigration requests. Assisted in the interpretation and writing of the district policies, administrative regulations, student behavioral expectations, and in the interpretation of students and parents legal rights. Served as district's representative to the Student Attendance Review Board Committee functions. Member of Superintendent's Cabinet, and coordinated the Superintendent's Parent Advisory Committee activities. Acted as the District Affirmative Action Officer. Attended and made many presentations to the Board and Principal's meetings.

Assisted in writing the School Master Plan for five years. Planned, wrote and administered the largest school improvement project in the State of California. CURRICULUM AND INSTRUCTION

During 1983-84 school year, participated in the ESUHSD Curriculum Study Committee; responsible for reviewing all of the district's curriculum and policies and to present recommendations for modifications as needed to the Superintendent. Chaired subcommittee dealing with student behavioral expectations. Conducted staff in-service dealing with Mastery Teaching and Supervision. Developed and implemented full curriculum for a summer program for educationally disadvantaged

incoming ninth graders and students classified as "at risk" students. Assisted many departments in developing curriculum and in writing proposals in order to obtain financial assistance through school improvement programs.

Trained and participated in several program quality review teams and WASC committee teams throughout the State of California.

In all my management positions, I have been able to obtain maximum cooperation from my staff. Time lines, evaluations, and delegation of responsibilities are included in all activities as standard parts of planning. Activities such as school wide testing, developing of an effective master schedule, organization and implementation of a computerized attendance system, smooth operating plant maintenance program, coordination of large multi cultural activities are just a few of my experiences in organizing and managing school and district activities. In all positions held, I have been fortunate to maintain good staff morale and still meet required deadlines and enforce required policies and guidelines. I have been fortunate to plan and implement a very successful SARB program, which is the model for other districts in Santa Clara Cty.

ORGANIZATION AND MANAGEMENT

PARENTS AND STUDENT RELATIONS

At every position held, I had responsibilities for dealing with, and enforcing the policies with discipline, attendance and effective performance of students. In all cases, I had success in working well with students of all races, color, creed, socioeconomic backgrounds, and ability levels. I believe I have excellent rapport with students and I feel they respect and appreciate me. I responded to parents’ complaints dealing with athletic programs as well as school attendance issues.

COMMUNITY RELATIONS

I had extensive experience in dealing with the business sector; in particular, when I was in charge of the Distributive Education and Work Experience Program and worked in real estate. I have been instrumental in bringing several business and industrial representatives to "Career Days." I have worked with, and communicated effectively with, many different community interest groups. I have often visited homes and churches in the community. I have been invited to and participated in several community festivities. I have been able to obtain support for our school from several key political and business leaders in San Jose.

Received special recognition award for service from the "Club Cívico Social Puertorriqueño"

President of the East San Jose Kiwanis Club. This club participates in and coordinates many community service activities throughout the year. I am the coordinator of the Scholarship committee and the Scholarship Award Luncheon.

Active in YMCA, Church member, March of dimes, American Heart foundation, Committees for Bond Elections, and political campaigns. Member of the Selection Committee for the Hispanic Charity Ball, honoring the outstanding Hispanic family in Santa Clara Cty.

BUDGET AND FINANCE

Managed and supervised many different large budgets. These include managing the school wide budget, Categorical State and Federal Funds, District allocations, student bank accounts, grants and many other fund raising activities. Have worked closely with the business department in many major purchases, remodeling, new construction and repairing budget processes. I have served on budget study committees. HOBBIES/INTERESTS

I look forward to spending quality time with my family. I have an extensive collection of recorded music of many types. I like to travel, and watch or participate in sports. Football and wrestling are my favorite sports. However, I enjoy all sports, particularly high school sports. Since my daughter’s participation in three high school sports, I have developed much appreciation for volleyball, basketball and soccer. I enjoy reading Spanish and English literature. I also enjoy playing chess and different card games.

SPECIAL SKILLS

I am able to converse a little in French, and speak, read, write Spanish fluently. I am able to operate many office machines including computers. I have a good understanding and working knowledge of the ESUHSD computer system. For the last five years, I have dedicated much time learning about computers and technology in education and for personal use. I believe I have excellent problem solving skills. I also feel that I have skills to motivate others and I adapt easily to change.

I have traveled extensively throughout Europe, Mexico, and Puerto Rico. I have visited many states including Hawaii.

MILITARY EXPERIENCE 1963 - 1965 - UNITED STATES ARMY, MILITARY POLICE, RANK SP/4.

Stationed in France. Duties: Military Law Enforcement. Accident Investigator, and Highway Patrol. Responsible for investigating all accidents and incidents occurring in the Northeast of France which involved all United States personnel. Member of the company's Honor Guard. Received two letters of commendation for outstanding service form the 65th. Military Police Company.
