There are only two long term defenses against bugs in the garden:
1. Winter crops. When roots are live in the soil, and mulch provides warmth, good nematodes thrive. In winter they will eat up all the pest eggs and clean your soil. Don’t leave soil fallow and mulch.
2. Grow flowering plants filled with nectar and pollen. Numerous beneficial insects and birds will come to your garden and kill the pests. It is an amazing world of predatory and parasitoid insects. A simple tachinid fly will take care if so many bugs. A good garden with bugs is the best bird feeder you can set up. Provide birds perches.
See your garden as a source of life for many forms. Feed them and nurture them. They will ensure you have enough good food to harvest.
