What for and use case?
If you want to make changes to quiz questions that have previously been used in a Moodle quiz, make a copy of the question in the Moodle course Question Bank, rename the question, edit it and save it as a new question that you use in the quiz.
If you change a quiz question from its settings, the changes are saved in the Moodle course Question Bank and thus also in previous quiz where the question is used. After making a copy of the question, edit and save it as a new question, and then you can move the original question to the trash. Thus, the old question is no longer active, but remains in the quiz where it has been used.
