Weds Oct 14:
The motion to change the wording regarding this list looks headed for
unanimous passage. This motion has been given the number 98-1
A bit more discussion on numbering motions, which (see above) seems to
have been adopted without further comment or vote.
Thurs Oct 15:
Motion 98-1 appears headed to easy victory with one "nay" vote thus far.
The Board is reminded by the webmaster to check over and approve the list
ofmotions voted on at the oct 4 meeting for posting to the web page. A
number of Board members do exactly that.
Fri Oct 16:
A motion (98-2) is made to add Regional Representatives' web pages and
mail lists noted on the USGW Announce web page. After several back and
forth exchanges, the motion is amended to include Board members and then
again to include the National Coordinator. Looks like the webmaster will
be busy.
Motion 98-1, as predicted, passes easily with 13 aye votes, one nay, and
one person who did not vote.
One Board member notes that a number of letters of grievance and/or
complaint letters have been received by the Board and the Board has no
mechanism in place to deal with complaints/grievances. Since, according
to the bylaws, one function of the Board is to mediate and advise, the
suggestion is for a small group of people to meet regularly to discusses
these letters and report to the Board with a suggested approach. (those
interested in reading these "formal" letters of grievance can search
Board-L for Don Spidell, Roger Swafford, Teresa Lindquist or Kenny Thomas)

1) One board member notifies the webmaster that the discussion of the
bylaws committee being tabled doesn't appear in the Oct 4 meeting log
2) A lively debate ensues over motion 98-2. This is the seemingly simple
motion calling for the USGW webmaster to link to the pages of board
members and the National Coordinator. Some Board members have noted that
they have received complaints about allegedly slanted content in
pages they have posted, and another has noted the potential for the
creation and posting of these pages to lead for a "free-for-all" of
agenda-promoting. It is also pointed out that the amendment as worded
could require the webmaster to link to any or all of a Board member's
pages, regardless of their relevance to Board proceedings. The most
current version of the motion calls for information pages (one each) for
the NC, each regional rep, and each Special Project representative. This
space would be on the "National Website" and submitted to the webmaster
for uploading. (Thus effectively giving Rootsweb just a little bit more
of the project....)
3) Notice is given by one Board member that she would very much like to
discuss the issue of member complaints and grievances, but feels the
discussion should wait until discussion on the current motion (98-2) is
completed (Your humble narrator suggests we just give 'em all to the
Archives Project. They seem to have come up with a remarkably effort-free
method of adjudicating grievances.)

1) more discussion about the missing motion to table discussion of the
bylaws committee in the 10/4/98 meeting log: the log has been searched,
the motion has been found, all has been made right
2) some discussion on parliamentary procedure: how to properly amend
motions and how to properly vote on amendments and motions, when and how
often motions may be amended, etc
3) some concern is mentioned about requiring regional representative,
national coordinator, and special project representative pages to be on
the national site
4) the above discussion (2 and 3) has resulted in the apparent withdrawing
of motion 98-2 for rewording

Monday 19 Oct 1998:
Not much of substance today. There is some discussion of a proposal for a
"MarsGenWeb" site, but all responding board members feel that this is not
appropriate to USGenWeb. (In related news, RW announced that it will not
be offering free space to non-Terran genealogical sites)
[a serious note: the proposed site would be for those people with mystery
ancestors that apparently "came from Mars".]
Tue 20 Oct 1998:
More discussion of "MarsGenWeb".
Wed 21 Oct 1998:
Some discussion of procedure to handle grievances. One idea is to have
the Board comprise the grievance committe, but the discussion would occur
on an unarchived list, and only the original complaint and the final
resolution would be posted to Board-L. Another idea is to handle
grievances whenever possible at the local level and only bring it to the
Board if that process is unsatisfactory.
It is formally moved that the Board form a grievance committee, consisting
of the entire Board and the NC (ex-officio) and that all discussion of
grievances will take place on a private list. All decisions pertaining to
the grievance will be forwarded to Board-L. Motion is seconded.
Motion 98-2 is formally withdrawn pending further discussion (this is the
motion to have regional and special project representatives and national
coordinator web pages linked to the main page.)
Thu 22 Oct 1998:
Voting has commenced on the above motion to form a "committee of the
whole" to handle grievances, even though the motion has not been given a
number by the NC or a vote been called for. Further period for discussion
is requested by a number of reps. One rep votes 'no' on the call for
vote. There is some discussion of whether or not a separate grievance
committee needs to be formed, based on the bylaws, and how much of its
deliberations should appear on the archived lists. There is some concern
that some grievances are political or personal attacks (and apparently
not worth the Board's time?). [my $.02 worth: all grievances brought to
the Board should be public, _especially_ the personal and political
attacks. Not only are they interesting to read, the group should probably
know what's going on. Now, if a grievance can be handled locally then it
should and it won't be archived here. But anything important enough to
make it to a national level probably concerns us all, in some way or
another.)
The above motion has been given number 98-3 by the National Coordinator.
The withdrawal of motion 98-2 is recognized by the NC.

Maureen Reed, regional CC representative for the Southwest/SouthCentral
region, has resigned.
[on an ironic note, a number of Board representatives express shock and
surprise at this turn of events and profess to have no idea why she would
resign, even the ones that have hounded her mercilessly for months.]
Voting to accept her resignation and appoint someone else proceeds, under
motion 98-4. Suggestion for replacement includes those persons who came
in second and third for the position in the last voting cycle.
There is also some confused-sounding discussion about something they were
supposed to vote on on this date, but it is not clear to this reader what
motion they are referring to (possibly 98-3). However, several agree that
voting needs to take place as a backlog is accruing.
Mon 26 Oct 1998:
Some board members do not think a formal vote of acceptance of Maureen
Reed's resignation is necessary; that a nice thank you note will suffice.
It is further suggested that any formal acceptance of her resignation and
the lovely thank you note (what? no parting gift?) be forwarded to -All
and the SC lists.
The motion to accept Maureen Reed's resignation and appoint a new regional
rep passes unanimously, with one person not voting until after the vote
was tabulated.
More discussion of parliamentary procedure for discussion and voting on
motion 98-3.
The NC declares that motion 98-3 failed for a lack of a quorum (4 ayes, 1
nay, and 1 nay on the CFV)

So far only two posts, each from the NC in response to a request for a new
special project concerning the Civil War. The post refers to an extensive
existing personally maintained web site (URL on request) whose author is
requesting special project status, RW space and a mailing list, all of
which have been declined at this time. The NC's reasons are that many CW
sites already exist and would not like to change to meet the requirements
of a project, many pages already exist at the state and county level and
have extensive data already compiled, and significant amounts of data
already exist in the archives. It is suggested that an inclusive links
page would be the most useful approach and the NC has opened this topic
for discussion on the Board-L list.
In other news...
For those that may have missed it, RW now has a staff member in a voting
position on the USGW Advisory Board. Although the announcement of her
appointment in the RW newsletter (Rootsweb Review, Vol 1 #19, 21 Oct 1998)
modestly does not mention her status as the Southwest/SouthCentral
Regional State Coordinator Representative, Betsey Mills is in fact one of
that region's two remaining Board Representatives. Congrats to Betsey and
RW both!
Our reporter in the field tells me that over on the State Coordinator's
list Trey Holt and Betsey Mills, the remaining SW/SC regional reps, are
actively soliciting nominations for the replacement for the position left
vacant when Maureen Reed resigned. This post has not reached the archives
yet, but this author has seen a copy of it. There has been no further
discussion on Board-L of offering the position to the other people who ran
for it, in order of who received the next highest amount of votes. (note
that according to the bylaws, replacements for open positions are
appointed by the board). Any cross-posting of the solicitation for
nominees to board-l has also not made it to the archives. [the reporter in
the field has his suspicions that the replacement has already been chosen
and is pretty sure he knows who it is. we'll keep you posted.]

Posts today concern the SW/Sc Regional Rep vacancy. The NC notes that her
idea to choose the person who got the next most votes is not being
considered and states her position in favor of offering the vacancy to
that person, since that person was voted on by the CCs and SCs of the
region. One of the SW/SC regional Reps who posted the call for candidates
replies that the bylaws do not require that vacancy appointments be filled
by the next highest vote-getters, and two Board members reply that they
agree with him.
CLARIFICATION: Apparently, the Daily Board Show yesterday did not
adequately summarize the Civil War project issue. Since both Nancy Trice
and Kathy Heidel have posted here explaining their positions (and doing a
much better job of it than I did), and Brian Leverich has offered to take
a second look at RW's position, I will not attempt to further explain the
issue. But I would like to apologize to all concerned and the -ALL
readership for any confusion and/or inconvenience.
