Shari Handley likes Ellen's proposal and agrees with most of her ideas.
She disagrees with Teri, however, and thinks that "it would be best having
committee members with no ties to Archives, ACP, CP, Board, and probably
also to other entities that have been the source of controversy with USGW
members, such as member of ALHN and USIGS and RootsWeb staff members.
We'd need folks with fresh outlooks, without preconceived notions, without
the baggage of 3 years of hurt feelings. People who aren't so mired in
what happened in the past, and who did what to who, and who aren't all
tangled up in "loyalties" to one side or the other." She says that if the
Board decides to proceed with this idea, then Motion 00-6 would become
unnecessary and could be withdrawn. She requests further discussion of
how Ellen's proposal would be implemented, including how committee
volunteers would be chosen. She suggests that "Perhaps it would be
easiest if each state nominated one person. These names could be forwarded
to the AB, where they would be checked to be sure no nominees with ties to
the principal factions...were included. Then, the remaining names would
be subject to the approval of the AB reps (who must show good cause to
challenge a nominee's appointment, as outlined in the proposal). The
committee could be chosen from the remaining pool of nominees." She notes
that if the Board supports Ellen's proposal they will need a motion "to
get the ball rolling," but she feels that they need to work on details
first.

Take That! Corner: Linda Lewis has informed Ron Eason and the world at
large [and apparently resubbed to CONFERENCE-L to do it] that "Last year I
resigned from my counties because of you and your lies. Today I resigned
from VAGenWeb because of you and Sue Soden's lies. You want me to resign
from the USGenweb Archives??? Well, give it UP!!!! I'm NOT! And I will
work to preserve the integrity of the Archives despite your attacks and
your lies." [Long story short: After Linda started pestering Stacey
Orchard to allow her to post old private email, Sue Soden told her to stop
her "blackmailing tactics" and also mentioned something about Linda using
aliases to sub to mailing lists and post material. Linda accused Sue of
libeling her and took herself off in a huff. When Ron shared his
reminiscences of learning tactics such as saving all old email in order to
use it against people in the future and using aliases "to get into places
you didn't want people to know about" from Linda, she apparently resubbed
herself, called him "sick" and "evil" and asked if there was "any legal
recourse" to protect herself from this sort of thing. She also said it was
illegal to use aliases online, but of course, that isn't true. So long as
you are not deliberately using the name of a real person in order to pass
yourself off as that person, you can call yourself whatever you want
online. After all, on the internet, no one knows you're a loon.]
Wave Goodbye Corner: We've heard that three State Coordinators will
shortly be stepping down: Elizabeth Harris [SC for NCGW], Susan
Tortorelli [SC for ILGW], and Carol Haagensen [acting SC for WYGW].
Carol, we've heard, has been formally asking the Board for guidance and
advice interpreting the bylaws and how they pertain to the conduct of
state elections; apparently Our Tim has taken it upon himself to field
these requests. As his grasp of the meaning of the bylaws appears
limited, we hope the WYGW doesn't rely on it too overmuch. [He's also been
telling TNGW that "USGenWeb Project guidelines do not, at this time, allow
for more than one site per county." There is, of course, nothing in the
bylaws _or_ any posted guidelines that limit the number of pages a state
can assign for one county.]
Cat Out of the Bag Corner: Some of you may have heard stirrings of an
action protesting the illegal delinking of the USGenWeb Census Project and
the Board's failure to overturn it. A number of things are ongoing. Some
people are replacing their USGW logo with a "mourning USGW" logo; others
are replacing all USGW links on their pages with links that go to a "civil
disobedience" page. Should you wish to do either or both, you may use

authority over any delinking action, I move that the board ratify the NC's
delinking of Census II, and that any similar actions by the NC will need

Word to the Wise Corner: A USGenWeb member has this recommendation to the
Board regarding Motion 00-9:
"I urge *all* AB members to vote NO on this amendment. This amendment
stipulates "majority vote" which is in direct conflict with the our
bylaws. Any subsequent motion to ratify would be the main issue of the
motion, thus a 2/3 majority would be necessary if the bylaws are followed.
If approved,and the main motion is approved, it empowers the NC to take
such actions with the support of a simple majority of AB members." [Roger

Tim Stowell posts a message to the Board that he sent to Ron Eason on
April 17 how to "remove the redirect" by adding a line of code to his
index page [although why Ron should be responsible for undoing Tim's
illegal action is not explained]. Tim tells people "if you have questions
as to why the redirect is still in place, please refer your questions to
him."
[We note that the original CP url <http://www.usgenweb.com/census/> is
still redirected to the ACP. Tim's line of code won't fix that. We
suspect he knows this.]

A Rose By Any Other Name Corner: In a conversation ongoing on CENSUS-L
and involving the Board as well, Tim Stowell has attempted an explanation
of his apparent attempt to bribe Ron Eason with a Board seat. As you will
recall, Tim told Ron:
"If you will accept John's proposal and if the agreement is signed by all
parties - Margaret Stewart for USGenWeb Archives Census Project, Ron
Eason for USGenWeb Census Project, Linda Lewis for USGenWeb Archives, John
Schunk for S-K Publications and Tim Stowell for USGenWeb Project - and if
that signed agreement is made public to the world in return I shall press
for your immediate seating to the AB...Maggie, Linda and I have agreed to
this arrangement."
[Remember that this offer was made _privately_; the rest of the Board
apparently had no knowledge of it.] Tim now claims:
"The above note was a peace offering....I offered that if he agreed to
make any agreement public then I would move the appointment of a CP rep to
the Board to the top of business - period. ...By my statement 'Maggie,
Linda and I have agreed to this arrangement.' - I meant that we had all
seen John's proposal, independently and had agreed to John's proposal. I
was also informing him by that line that Linda and Maggie had already
posted, to the group of folks privy to those emails, of their
agreement/position on John's proposal - period. There was no meeting
between Linda, Maggie and me regarding John's proposal or acceptance
thereof. In fact their replies were already to that group of folk
included in the same batch of mail as John's proposal."
Note that there are _no_ emails from Maggie Stewart Zimmerman included in
the series posted by John Schunk at
<http://home.kscable.com/jschunk/usgw.html>. Maggie has been
noticeably quiet during these recent merger talks. Ron noted several
times during the discussion that Maggie had not been heard from; it's why
he believes that Maggie was privately discussing things with Linda Lewis
and that Linda and not Maggie was speaking for the Archives Census
Project. So where does Tim get his idea that Maggie had replied to the
small group of people participating in John's merger talks? And if she
hasn't posted her opinions publicly,how does he know what they are?
We also note that Tim's late explanation of what he really meant is
not nearly so plain as what he actually offered to Ron. He said,
basically, "if you agree to this offer, then I will press for your
immediate seating on the Board." NOT "I will move this to the head of the
agenda", but more along the lines of "I will personally support your
appointment". Sounds like a bribe to us. Smells like one too.
You Be The Judge Corner: My dictionary [Random House College] says:
"bribe, -n., 1. anything promised or given as illicit payment. 2. anything
given or serving to persuade or induce.
Safekeeping Corner: Also on CENSUS-L in recent days are notifications by
some Census Project transcribers that they do not want their
transcriptions being placed in the Archives. Now, that will really mess
with the ACP's mirror script, because if they automatically acquire
transcriptions that have been specifically denied them, then they will be
in violation of copyright. And as we all know, that is cause for immediate
delinking by the NC.

Tim Stowell announces the results of the vote on the amendment to Motion
00-9. They are: 0 yes, 0 no, and 15 not voting. Since there was no
quorum and no votes he declares the amendment failed and returns the group
to discussion of the unamended Motion 00-9. [This is a first, and I for
one would be curious to know why _none_ of the board members voted on this
amendment.]
Teri Pettit says she does not understand how Tim's suggestion to Ron Eason
for removing the redirect would work. She notes that since the main
Census Project url is now redirected to the Archives Census Project "The
main index page for the Census Project isn't even accessed in this
situation." She also notes that some pages which originally carried links
to both census projects now find "what previously went to two separate
pages now both go to the same page. Some county pages have similar direct
links. And Ron can't go changing the html on state project or county
project pages." Teri tells Tim that if he wants to claim that undoing his
redirect of the CP to the ACP is akin to relinking and he hasn't agreed to
do than, that would be understandable. But, she notes "it is disingenuous
to respond as if that weren't what Ron obviously means by "remove the
redirect."
Tim forwards a message he received from an SC regarding the census
projects. The SC suggests "Have the Board appoint Ron & Maggie as
co-chair of "THE census project" Combine all volunteers into a single team
This team would recruit volunteers for transcribing and proofing
Transcriptions WILL go into the archives They can also put them anywhere
ELSE that they can get server space with/without the USGW logo."

Redirection Blues Corner: Ron Eason has informed Tim Stowell that the
so-called "fix" of the redirect doesn't work and:
"If it is not returned to it's original condition before this weekend is
out we will be removing all of our pages and files from Rootsweb and any
further attempt to copy our files by the Archives will be considered as
theft. We will abide by SK Publications conditional use policy that
states that we will place a copy of files completed using their free
material, but no other files will be forth coming. This is not against
USGW policy and we are within our rights to exercise our rights as we
interpret them."
Tim, for his part, now claims that he can't contact anyone at Root$web to
help him undo what he originally claimed to have done on his own; he also
states that the code he gave Ron a couple of days ago came from an RW
staff member. He has, in the interim, removed the listing of the Archives
Census Project from the main page of the USGW Project which, of course,
doesn't solve the problem. [Although he doesn't state outright that
Root$web actually worked the redirect for him, Tim does note that "What
that code does or doesn't do - is out of my area of expertise. What was
changed and where, I don't know."]
Piling On Corner: Teri Pettit isn't the only one pointing out that Tim's
suggestion to Ron on how remove the redirect won't work:
"Tim, changing the line of code does not reverse the action of the URLs
the transcribers saved before the redirect occurred. IT NEEDS TO BE
UNDONE THAT SAME WAY IT WAS DONE. GET IT UNDONE."

On the topic of the suggestion from an SC that Tim Stowell posted earlier,
Joe Zsedeny says "Let the two projects do what they have been doing with
two conditions, no duel transcriptions and timely response to transcribers
or others." He notes that in discussions he has participated in, he has
seen "no will or desire on the part of the managers of either project to
co-chair or work more closely than they have in the past," and that
"Delinking eliminates a large group of volunteers who can be more
gainfully employed in meeting the goal of getting the censuses online."
He suggests that a large amount of cooperation can exist between project
members below the management level.

Why Am I Not Surprised Corner: As much as I have tried to keep Root$web
out of this whole delinking incident [because I honestly didn't believe
they had anything to do with it], it turns out that they apparently did
the delinking for Tim. According to information presented on CONFERENCE-L
yesterday, it apparently was RW employee Tim Pierce who aided and abetted
Our Esteemed National Coordinator in his dirty work. The information comes
from Ron Eason, who said [to Tim Stowell] "just in case you can't remember
who helped you, Dr. Leverich told us that it was Tim Pierce who helped you
thinking you had the right to make those changes."
An interesting side note: Root$web's home page links to _both_ the
USGenWeb Census Project and the USGenWeb Archives Census Project.
Moving Right Along: The USGenWeb Archives has a new subproject, the USGW
Archives Obituary Project: http://www.rootsweb.com/~usgenweb/obits/.
The "about the project" section of its home page says merely, "The
USGenWeb Archives Obituary Project was developed in April 2000. Newspapers
have given permission to archive published obituaries to help
researchers." Currently, the site has obits posted from newspapers in
Kentucky, Virginia, Texas, Pennsylvania and Louisiana. There's no info on
who the coordinator for the project is, but Holly Fee Timm and Kelly
Mullins designed the home page.
Corrections Corner: A reader has written to inform us that the money beg
traditionally located at the very top of the New Zoo Review and which we
reported as missing in this week's edition, was in fact still there. All
the way at the bottom, after the credits and copyright statement. We
usually fall asleep before we get to the bottom, so we didn't see it. Our

Lewis since she doesn't want to keep having to resub people who stalk off
in a huff. Also, she has indicated that if Maggie Stewart-Zimmerma, who as
coordinator of the ACP is integral to the success of any merger talks,
does not begin participation in the discussion within 72 hours, she will
close the list. It is her opinion that it is useless to hold merger talks
if one side won't even come to the table.
