Tim Stowell declares Motion 00-14 passed with 9 yes votes, 3 no votes, and

3 members not voting [actually two sitting Board members did not vote.

The third is an empty seat.] Tim notes that "Ms. Hammett's grievances are

dismissed. A note to this effect has been sent to Ms. Hammett." [It's so

nice to be able to just make these things go away...]

Tim calls for a vote on Motion 00-16 [the "standing rule" motion].

Tim opens the floor for discussion on Motion 00-17 [the motion to declare

the April 1 cutoff date "contrary to the Bylaws"] and Motion 00-18 [the

motion to affirm the April 1 cutoff date].

Ginger Hayes asks her colleagues to consider the cutoff date very

carefully. She says "Establishing the April 1 cut-off date smacks just as

much of vote manipulation as what the folks adopting counties for no other

reason than to gain a vote are doing. Personally, I find any attempt at

manipulation, no matter who is doing it, highly distasteful and really

question what this organization is degenerating to....I like and respect

the chair of the EC but find his statement as to the reasoning behind the

April 1 cutoff date to be either a lame excuse for the real reason or

patronizing in the extreme. To the best of my knowledge there has never

been a "probationary" period in USGW, neither have we ever tested voters

to see how informed they are on the issues. I'd like to urge you all to

have a little courage and show some faith in the membership of the USGW

Project. I still believe that the good folks far outweigh those that would

engage in less than honorable tactics. I think it would behoove us far

more to encourage folks to get out and vote than to attempt to prevent

some folks from voting."

Election News: We hear that the Election Committee has voted not to

accept email addresses from yahoo.com and is requesting that those folks

who use yahoo.com for their email submit their "real" email address

instead. Otherwise, no ballot. There's no explanation for what exactly

is offensive about a yahoo.com address, but apparently our EC has decided

they aren't "real" enough.

Following a brief outcry, Roger Swafford announced that the EC would be

dropping its restriction on yahoo.com addresses [and presumably other free

addresses], noting however that "Use of third party email accounts will be

accepted and validation procedures applied. Those using such accounts may

be contacted for verification of their vote."

We are mystified as to why the EC appears to be doing everything

possible to make it more difficult to vote, rather than easier. Its not

like this project has a problem with too many people voting.

Amendment Update: The following states have sponsored each proposed

bylaws amendment:

States' Rights: TN, OR, NE

Recall: CO, OR, OH, NE

Special Projects: MD, GA

We hear that Tim Stowell is running around telling people that a

"mid-Western CC" wrote the Special Projects amendment. Our guess would be

Maggie Stewart Zimmerman, but that is "just a guess."

Maggie Stewart Zimmerman withdraws her motion regarding the USGenNet, Inc.

Amendment update: Freddie Spradlin, SC for the VAGenWeb, has announced

that Virginia has voted to support the Special Projects Amendment. [Big

surprise there].

Tim Stowell writes to tell us that our guess that Maggie Stewart

Zimmerman wrote the Special Projects amendment is incorrect. Although

he's mum on who the perp actually is, he does let on that its someone who

rarely speaks on the lists.

Election News: Looks like Tim just could not help himself and we are

blessed once again with a three way race for NC. The only race that is

unopposed so far is the SW/SC SC rep race; looks like Betsy will be in for

another two years of serving as the "voice of Root$web" on the Board.

Interesingly enough, each race does have both an "establishment" candidate

and an "outsider" running. The face of the Board could change quite bit

in the next couple of months [or not at all].

R and R Corner: The DBS newscube staff will be out of the office for the

next few days, getting a little much needed vacation time. We doubt there

will be internet access in the canoe, so we should be back on Sunday.
