The motion to appoint a secretary is opened for discussion. [And there

actually is some, so get comfy...]

One new Board member asks for clarification on the motion: "Are we talking

about appointing a non-board member or a current board member as

secretary?"

A veteran Board member responds: "This is one of the board members to take

the minutes of the meeting. I believe it included numbering the motions

made (i.e. 99-1) and keeping track the numbering"

To which the NC asks: Wasn't the numbering of the motions done by Nancy

Trice when she was NC? Was this also done by subsequent pre-election NCs?

As to minutes - wouldn't the logs of this list be sufficient?"

To which the new Board member responds: "it is my guess that the purpose

of minutes would be to permit the list to be closed, and the board to

operate like other boards, which distribute minutes rather than verbatim

transcripts. This would require our "public" to react to our actions

rather than focussing on looking for obscure meanings in exactly *how*

somebody said something." [This one catches on quick. As many will

recall the Board's original intent when it opened Board-L was to close it

back up as soon as it was politically expedient to do so. How convenient

a secretary would be to provide cover for closing up the list! After all,

we cannot judge their actions if we have no idea what they are doing, now

can we? Just watch. And remember, You Read It Here First!]

Another new Board member posts several questions: "In order to understand

what the issue was at the time it was tabled, would a couple of those who

were on the board at the time it was tabled please summarize some of the

points? Why was it felt that there should be a secretary for the AB? Were

there points made in favor of appointing/electing a secretary? What were

some of them? What points seemed deter the passage or failure of the

original motion? Are there any archived discussion notes? If so, where

are they located?" He also posts a story about a kid flying a kite

across Niagra falls; the moral is: "we can construct a bridge to

successful operation of this Board to the betterment of the Project."

The same Board member posts a _most_ interesting question: "Supposing that

the Board decides to elect/appoint a secretary, would the secretary be

responsible to also make mention and short summaries of such posts that we

all received from a Census Project member??" [Lets hope they don't wait

that long to clue the rest of the Project in on what is going on with the

Census project.]

The Election Committee Chair thanks Tim Pierce, Rootsweb systems

administrator, for his help with the election.

The Election Committee Chair posts the results of the run-off election for

NE/NC CC representative. Only 21% of eligible voters voted. The winner,

with ~60% of the votes cast was Bonnie McVicar-Briggs.

The NC welcomes Bonnie to the Board.

Bonnie says she is looking forward to working with everyone. [The DBS

would also like to welcome Bonnie aboard. We here in the newscube always

enjoy fresh victims, er, perspectives. <g>]

In Other News: There is encouraging news about Don Spidell, SC for

Arizona: "All signs point toward recovery."

Don't Make Me Come Down There Corner: Just what IS going on with the

Census Projects anyways? Today I received a distraught message from a

Census project transcriber, wanting to know what the story is. He doesn't

particularly feel inclined to continue donating his time and effort and

wonders why the Board hasn't bothered to inform the project what's going

on. He feels quite strongly that the Project is in danger of collapse

over this needless splintering of the Special Projects and wonders

[rightly] why the people who are doing the work don't get the courtesy of

full disclosure from their elected representatives.

He's right. Why hasn't the Board bothered to inform the project of this

event? All most of us have seen is a post from Linda "We Are The Queen"

Lewis; maybe a few of us have seen a post from Kay "No, WE Are the Queen"

Mason on her lists. Do the census transcribers even know who they are

working for anymore? Do those of us who have donated data know where it

is? Did the Board have any say in this? Was it approved by them, or were

they in the dark as well? If these two prima donnas want to argue over

what subdirectory the transcriptions go into, fine. It seems pretty clear

to the unwashed and apparently unimportant, however, that the USGW Project

doesn't really need two Census Projects, wherever the files are kept. And

it would be an act of decency, not to mention duty to their constituents,

if the Board would someday get around to telling us exactly what has

happened, what is happening, and what will happen. Or if they don't know,

maybe they could tell us that, and we can all be in the dark together.

On a final note, my correspondent, who says he is a RW donor, says he will

not give another dime to Rootsweb until this Census mess is resolved

[Touche', my friend]. Since he was going to substantially increase his

donation, that is hundreds of dollars out of RW's pocket. Now that there

is money involved, will we be seeing the not-so-subtle hand of RW in USGW

business yet again?

One Board member posts [under the Subject: "can I make a motion while

we're talking about something else?"]: If so, may I move that the board

direct Brian Leverich to change the admin contact on .org and .net to Tim

rather than Nancy? If I may, I do so move." [So Brian Leverich _does_

control our domain names. Interesting. This motion, btw, is apparently

in response to a post made on one of the regional mailing lists by a

constituent asking why this hadn't been changed.]

Another board member posts: "It sure would be very nice to concentrate on

one thing to completion, rather than being distracted by other business.

Could this wait until the current motion is acted upon?" [Actually, there

is a motion to adjourn on the floor which needs to be acted upon before

any other business is completed.]

A Board member posts: "Is there or has there been any decision concerning

what the job description for the position of secretary? Has it been

decided whether it will be an appointed position or an elected position?

Should any consensus be made before a vote on the motion?" [This is the

same Board member who Saturday asked an extensive list of questions about

the motion to appoint a secretary, none of which his colleagues has

addressed on Board-L. The DBS staff hopes he is getting the answers he

seeks in some other forum. We further hope that they will be shared with

the Project membership at some point.]

[There is no further action on the motion to adjourn; looks like they are

going to pretend that motion never happened. <g>]

Great Balls of Fire Corner: As reported earlier today, Linda "Holding My

Breath Until I Turn Blue" Lewis has informed her Archives project file

managers that she and Joy will probably be resigning shortly. The message

introduced the file managers to Stacy Orchard, the new Asst. Archives

coordinator. Stacy is currently the file manager for the Oregon Tombstone

Project and has openly admitted wanting Kay's job as Census Project

coordinator.

Linda's message also tells her file managers they are not to continue

their practice of copying files submitted to Census II, as they do not

have the submitters' permission. This follows some few days of confusion

among the file manager as to what they are supposed to do. She also

provides the URL for Census I.

So, we still have two Census Projects. And still not a peep from the

Board.

Monday 15 February 1999:

There is no Board-L traffic on this date. [Hope they all had a nice

holiday!]

[There is still a pending motion on the floor to adjourn.]

Over A Barrel Corner: We all knew this would happen. Forwarded today

from a state list is the sad tale of a CC who apparently didn't maintain

her GenConnect boards to the satisfaction of the GC/RW staff. I'll let

the SC tell it, she is very eloquent:

"Last Wednesday the folks at GenConnect took it upon themselves to decide

that [name deleted] wasn't maintaining her [county deleted] boards to

their liking. According to them her admin notices were bouncing and she

never maintained the boards, even though she had just cleaned them up the

week before...Bounce with GenConnect though or be slow at maintaining

things when a submitters mail bounces and you are out of luck!!"

The SC wasn't notifed of this until she was told the boards were up for

adoption by the RW/GC staff. By that time, most of the boards had already

been given away to people not connected with USGW. An RW/GC staffer told

the SC "in no uncertain terms that [name deleted] will not be allowed to

have the boards back." Again, the SC's words:

"[name deleted] is very upset and angry because some outsiders decided

that they won't let her maintain her counties ... I am very upset and

angry because it is an XXGW decision on who is or isn't doing their job

and NOT a GenConnect decision!! These are XXGW boards and we should have

been told about any problem or offered the boards long before they were

given away BUT as [GC/RW staff member] said in chat "we're not a USGW

project.""

The moral? "If it isn't stored safe and sound on your county site, don't

trust that it will be there for you in the future."

Time Flies Corner: Its been 30 days since Brian Leverich, systems

administrator at Rootsweb, posted his notice to the -ALL list notifying

the project at large that four of its members had been banned. In honor

of this milestone, the last batch of redacted Board-L material has been

posted and is dedicated, with thanks, to Mr. Leverich. Visit

A Board member posts a motion pertaining to the recent issues with Census

I and Census II [for full text, see below; in summary, the Board wishes to

assure all submitters that all files submitted to any subproject are

included within the "The USGenWeb Project Archives" and so shall remain,

whereever those data are posted. They also "strongly recommend" that

Census II be responsible for transcribing census records and that the

Archives should direct its efforts toward transcribing other sorts of

data.

The motion is seconded.

Another Board member, stating the "issue has dragged on long enough",

[hear, hear! <g>] calls the question.

A Board posts that a vote is required, and she votes Aye. Seven additional

members vote "aye", one of them noting that she feels it won't "do any

good unless we get the two parties to agree to abitration." [This

probably refers to the respective heads of Census I and Census II.]

A board member points out, "You are not voting correctly. The vote on the

call to question has to be voted in first, then the motion itself," and

votes "aye" on both the call and the motion. Two more Board members

follow her lead.

Tomorrow's news today: Revoting on this motion continues; the vote to

adjourn is declared failed for lack of a quorum [hear, hear! <g>], and the

NC numbers the motions:

99-1 - Motion to adjourn - failed on only 6 votes - quorum not met

99-2 - Motion to discuss secretary for the Board; Motion seconded - some

discussion

99-3 - Motion to have administrative contact on .net and .org changed from

"I move that the following statement be issued to as many mailing lists as

possible. and that the first paragraph be immediatly posted to the

USGenWeb Project web page concerning the special projects.

"We, "The USGenWeb Project Advisory Board", want to remind all persons

involved with "The USGenWeb Project" that all original records that are

transcribed and submitted to any special project whether it be "The

USGenWeb Archives Project", "The USGenWeb Census Project", "The USGenWeb

Tombstone Project" or any other special project are a part of The USGenWeb

Project's "digital library" known as "The USGenWeb Project Archives".

Patrons who submit data to "The USGenWeb Project Archives" through any of

its special projects should feel confident and be aware that no matter

what directory the data that they have submitted may reside, it is and

shall remain a part of "The USGenWeb Project Archives". Patrons should

also be aware that the directory locations of any data submitted may

change from time to time within "The USGenWeb Project Archives" for

organizational purposes.

The Board strongly recommends that the special project named in the bylaws

as "The USGenWeb Archives Project" leave the job of transcribing original

US Census records and recruiting volunteers for the same purpose to the

special project named in the bylaws as "The USGenWeb Census Project" and

that "The USGenWeb Archives Project" should otherwise direct their efforts

to transcribing the other vast volumes of original records that need to be

transcribed in this country. "The USGenWeb Census Project" should continue

The motion to adjourn is declared failed for lack of a quorum.

Linda Russell Lewis tells the NC: "Thanks Tim. I look forward to working

with all of you, too." [This must mean that Linda is the replacement for

Pam Reid, of the Tombstone Project and is back on the Board. We'll assume

that the motion and vote for her appointment was done somewhere "private"

so that we could all be pleasantly surprised.]

Motion numbers and status are posted to the Board:

Voting proceeds on Motion 99-4 and the called question; eight Board

members vote "aye" on both, one votes" nay" to both.

Which Way Did He Go? Corner: Confusion reigns throughout Census Archives

land, apparently. From the traffic I'm seeing, Census I will be

recruiting new state file managers and assistant file managers to replace

the ones that stayed with Census II. Census I file managers and

transcribers are having difficulty finding the files they've uploaded and

getting annotated or corrected files put in the correct place. Mediation

is being requested; a formal compliant has been filed with the Board

against Linda "All Mine" Lewis for duplicating the Census Project.

[Hmmm...wonder how this will be handled now that she is a Board member

again?] Managers/transcribers are threatening to cease contributions until

this is worked out and some are begging Linda and Joy not to resign.

The Other Side of the Coin Corner: RW/GenConnect staff have been

forwarding around a message rebutting the claims of the SC quoted here.

RW/GC firmly denies the claims made by the SC. First, RW/GC has "never,

ever taken a board away because someone was on vacation, sick, or offline.

Ever." Second, the CCs boards were taken away from her after several

months of warnings from the GC/RW staff:

"It is very well documented that she did not maintain her boards, that she

was neither receiving her admin notices nor visiting the boards personally

to monitor them, that we contacted her several times about it, and that

she retalliated to each contact by deleting every query on the boards -

queries that belonged to the visitors who posted them - not to her. She

had a history of repeatedly doing this. It was not a one-time occurrence,

and it didn't happen in just a day or two."

Additionally, according to GC/RW, the SC was notified as soon as the

boards were available, but did not respond, and so the boards were offered

to a very active researcher in the counties in question. GC/RW did agree

with the SC on one point, GC/RW is nt a USGW project and never has been;

however: "But now that we've grown to be so large, there are some that

would like to believe otherwise, and perhaps lay claim to us? It still

doesn't change the fact that we are not now, and never have been a USGW

project."

Interesting Tidbits Corner: This author spoke yesterday to a very nice

lady in the California Secretary of State's Office of Business. Turns out

there is NO "mom and pop" company or any other kind of company registered

in California under the name Rootsweb. Or the name Rootsweb Genealogical

Data Cooperative. Or Karen Isaacson's name. Or Brian Leverich's name.

Thursday 18 February 1999:

The NC welcomes Linda Lewis to the Board.

One of the Board members updates motions 99-3 (domain names) and 99-4

(census) for the group: "Motion 99-3 has not received a second; has been

moved for nearly as much time as motion 99-1, thus should also be declared

failed for lack of a second. Motion 99-4 has received more than the quorum

of votes and more than the quorum in "aye", and should be declared

"passed", and makes a request: "Would the dates of the motion and second

be included when the status of motions on Board-L is posted."

An amendment is proposed to Motion 99-2 (Board secretary) elucidating the

duties of the Board secretary: "1. To post Board minutes; 2. To number

all motions; 3. To declare the status of motions including quorum of

votes and the point at which enough votes have been posted to decide the

motion, plus the final talley [sic] of votes; 4. To post Board

announcements to all Regional Lists; 5. To maintain the Advisory Board

Passwords as a backup in order to pass them on to the next authorized

National Coordinator, whether interim or elected".

The amendment to Motion 99-2 is seconded by a Board member and then opened

for discussion by that Board member [boldly moving in on the NC's duties!]

Tomorrow's news today: Motion 99-4 is declared passed; the Board

discusses voting on Motion 99-2

Happy ending Corner: The problems between GC/RW and a USGW SC appear to

be resolved to the satisfaction of all. Although the CC in question won't

be getting her boards back, GC/RW will be arranging a mechanism by which

SCs and ASCs can be notified well in advance so they can head off

situations like the one reported here previously.

Will It Ever End Corner: Since someone at Census II has filed a formal

complaint against Linda Lewis, who "did willfully and knowingly cause to

have sent to the mailing list of The USGenWeb Census Project, a letter

wherewith she attempted to cause confusion and discord amongst the members

and volunteers of that mailing list by inference and lies" [or so says the

complaint sent to the Board, and it IS a doozy], Archives file managers

are now trolling for someone to file a formal complaint against Census II.

Linda "We Are Not Amused" Lewis is putting her own rosy spin on the motion

recently passed by the Board. Jan Craven compares the entire situation to

Kansas: "When it left, we rebuilt." The call for volunteers to "rebuild"

Census I [since most of the volunteers left with Census II] has gone out.

Meanwhile, over at Census II, those folks are just as rosily interpreting

the Board's motion [which carefully preserves the status quo, and boy it

must be fun to have Kay and Linda _both_ on the Board now] and just as

heartily supporting their glorious leader. And over on the State

Coordinator's list? Well, they are just trying to deal with the fallout;

panic is building out in CC land and no one knows what to tell the folks

out there who just want to know what the heck is going on.

Which Hat Am I Wearing Corner: Tim "The Little Prince" Pierce has put

Betsy "Defender of Free Speech" Mills in charge of maintaining the USGW

forwarding addresses, since she follows the USGW project more closely than

he does [I should hope so!]. He suggests, "As a matter of fact, the

project might want to work out some kind of formal protocol for notifying

Betsy when a new SC comes on board or when someone's address changes."

Friday 19 February 1999:

The NC opens the floor for discussion on the amendment for motion 99-2

(Board secretary)

The NC asks, "Before we wander off onto another tangent could we please

take some sort of action on motions 99-2 and 99-3?" [Hmmm...wonder what

tangents the group is wandering towards?]

A Board member calls for the question on the amendment for motion 99-2

The same Board member calls for the question for motion 99-2

The NC points out that since an amendment has been made and seconded, that

needs to be voted on first.

Another Board member points out that this is true, but, "if Ginger

declares it a "substitute motion" it could go through without the double

vote [amendment first and motion second]. In this case, since it is in

effect a substitute motion, as it contains only additional points, I would

recommend that it be handled that way. And, if Ginger so declares, I

second such action." [Ginger proposed both the original motion and the

amendment]

Ginger asks, "Do we need a separate vote when I amended my own motion??

Sorry, but I'm confused about this."

Motion 99-4 (Census) is declared passed with 11 ayes, 1 nay, and 1 member

not voting.

In reply to a statment made on another list [One member noting that she

is the person who didn't vote], a board member notes that she also didn't

vote and asks for the final count. [Motion 99-4]

Let It Go Already Corner: New Board member and former NC Megan Zurawicz

is suggesting that the State Coordinators should come up with a national

standards and ethics policy, stating "given the bloody-mindedness that

some are prone to approach any statement out of the board with, guidelines

might catch a lot less flak if they were written by the SC's." [Don't bet

on it, hon.]

A Sigh of Relief Corner: All is quiet on the Census front. As one

Archives Project loyalist states, "The *complaint* was sent before Trey's

reasoned motion... this may be an historical document, not fuel

to the fire." [referring presumably to the extensive formal complaint

against Linda Lewis sent to the Board by a Census II file manager;

apparently the Archives files managers are still considering this document

to be a win for them even though it specifically tells them to "leave the

job of transcribing original US Census records and recruiting volunteers

for the same purpose to the special project named in the bylaws as "The

USGenWeb Census Project", and address themselves to getting the many

other types of geneaogically important documents online. I wonder if

Census I persists in its attempts to duplicate the efforts of Census II,

can its coordinator be found in contempt of the Board? Can the Board

reasonably be expected to take such an action against one of its own

members?]
