D. Virginia Employment Commission Status Change
Goochland County Public Schools has paid Virginia Unemployment Taxes based on an annually assigned tax rate for many years. However, local governments are given the option to pay based on actual claims. An analysis of the last seven years shows that in only 2011 did the claims paid exceed the taxes paid. We will be paying approximately $4000 in taxes through December 2013 with direct payments based on claims required in April and July for FY14. We have budgeted $38,349 in FY2014. Therefore, management recommends electing the Reimbursement Method to pay VEC for anticipated savings in 2014 with an opportunity to revise the decision a year from now. (Letter)

B. Student Activity Fund Audit
Brown Edwards CPAs have concluded their audit of the student activity funds with the release of a general communication letter to the Board on the audit, the audited Financial Report, and "Comments on Internal Control and other Suggestions for your Consideration." In the Financial Report, the auditors gave the Student Activity Funds an "unqualified audit" (page 4) and there were no changes to the financial statements presented by each school (pages 12 through 19). However, they have noted two material weaknesses in internal controls (pages 9 and 10) that they qualify by saying that these weaknesses are inherent in school activity funds or small school divisions. Both central office and school administration appreciate the thoroughness of the review of procedures at each school and have provided a response to each point of the internal control suggestions.
