A. December Financial Update (Budget Transfers)

Management will give a brief presentation on the attached reports that show revenue and expense activity through December 2013, as of January 2, 2014. The revenue projections include changes outlined in the Governor's December 16 "caboose bill" budget proposal, for an ADM of 2399 (as opposed to the budgeted ADM of 2311). The expense projections are based on the model developed last year that classifies expenses in eight different spending patterns.

C. Budget Supplement and Categorical Transfers

GCPS has received notification of four more state grant awards and additional funding for current programs through the Goochland Education Foundation. Management would also like to make two categorical budget transfers--one to put insurance in line with the proper SOQ category and the other for changing CTE needs. The superintendent recommends that the School Board request that the Board of Supervisors amend the FY2014 School Operating Fund from the current appropriated amount of $25,237,584 to $25,263,305 and make the categorical changes as shown in the attached document. There is no impact on the County transfer to the Schools.

The IRS has decreased by one half a cent the standard rate for mileage effective January 1, 2014 to 56.0 cents per mile. GCPS has used the IRS rate as our reimbursement rate for the last several years. The Superintendent recommends to the School Board that they approve a mileage reimbursement rate of 56.0 cents per mile effective January 1, 2014.'
