FY2014 Supplemental Appropriation for FY13 Encumbrance Roll-over: At the end of FY2013, Goochland County Public Schools had eight purchase orders outstanding for a total of $33,202.84 (see attachment). In accordance with Goochland County's FY14 Budget Resolution, "all outstanding encumbrances...shall be an amendment to the adopted budget and shall be re-appropriated for the 2013-2014 fiscal year to the same department and account for which they were encumbered in the previous year."
The Superintendent recommends that the School Board approves re-appropriating $33,202.84 of the FY13 budget for FY14 based on existing encumbrances.
F. Supplemental Appropriation 14-3
FY2014 Supplemental Appropriation for FY14 Strategic Compensation Grant: On August 9, 2013 the state Department of Education publicly announced that Goochland County Public Schools were awarded a $450,000 grant to compensate teachers for high performance during the 2013-2014 school year. This supplemental appropriation is in response to that award. Management requests that the School Board approve the following action item for the County Board of Supervisors: The Superintendent recommends that the School Board requests that the Board of Supervisors amend the FY2014 School Operating Fund budget from the adopted amount of $24,241,661 to $24,691,661, with an increase in the Instruction category of $450,000 due to the FY14 DOE Strategic Compensation Grant award.

interest is the $534,330 turn-back of unexpended School Operating Funds to the County. During our May analysis, we had planned to turn-back $531,062.
