MASTERING AND POST SCHEDULE

VICE has bulk licensing deals in place with editorial and stock sources for US productions.

• Agence France-Presse - $90 per clip
• The Associated Press - $85 per clip/photo
• CNN - $47/second for B-roll, $90/second for on screen talent
• European Pressphoto Agency - Unlimited subscription
• Getty Images - $80 per clip/photo (currently)
• NBC News - $60/second B-roll, $90/second on-screen talent
• Reuters - $100 per photo, $150 per clip for breaking news ftg, $190 per clip for archived news
• Storyful - $650 per video

In addition to these collections, VICE has relationships with hundreds of domestic & international libraries with which the archival team can assist.

• When utilizing 3rd party footage, it is important to carefully plan how the acquisition of the master quality footage will affect your schedule. Most sources will only release low resolution, watermarked content to use during a rough cut, and will not release clean versions until payment has been made.

• Local and National News typically requires 7 BUSINESS DAYS from the date of order to run through rights check and provide master quality media.

• Make sure that once your final HI-RES archival is purchase and ready to lay into the edit is is conformed to your sequence. Most archival is delivered in a frame rate of 29.97 and cannot just be dropped into a 23.976 sequence, otherwise you will drop frames. There is a conversion protocol through ALCHEMIST. NAMING CONVENTION

ACCOUNT CODES

All archival photos, video, etc. should have the following naming convention:

ARC_Source Name_Clip ID_Brief Description.file extension

• Example: ARC_Shutterstock_941425_People_Dancing_on_Beach.mov

• The coding for all archival licensing is 551313-1400-Project ID
• The coding for all archival labor is 501400-1400-Project ID

FAIR USE and PUBLIC DOMAIN

TROUBLESHOOTING MEDIA

• WHAT IS FAIR USE? Fair Use is not a license, right, or permission - Fair Use is a Legal argument that a lawyer confirms after assessing the risk of not licensing or clearing an aspect of a video (music, archival, etc).

• Only a lawyer can sign off on / approve something as Fair Use! If you do not have a law degree, you should not be making Fair Use assessments on behalf of the company.

• Fair Use claims are strongly discouraged in VICE programming. Why? Because VICE is an international company & Fair Use laws vary depending on territory - the only way to ensure global distribution of your project is to have verified paperwork on file for anything not owned by VICE.

• If a Fair Use claim is absolutely necessary for the program, the discussion has to take place with Legal counsel & department heads

• Lack of budget or schedule constraints are not valid reasons to use a Fair Use argument

• Public Domain - must come with valid verification that the content is Public Domain in its country of origin

• By nature archival footage is non-uniform and problematic to troubleshoot. Expect footage to be in varying frame rates, codecs, and resolutions. We will always ask the source to provide the media in its native format and resolution.

• Make sure your Assistant Editor understands what is needed to conform the media and is familiar with the Alchemist software used to transcode video.
