What is Vantage?
Vantage will be Utah's new modernized Payroll and Human Capital Management systems. It will replace the current ESS (Payroll), HRIS (Human Resource), NeoGov (Recruitment), and other supporting systems housed in the Division of Finance and Division of Human Resource Management.
Why call it Vantage?
The word Vantage is defined as "a position giving a strategic advantage, commanding perspective, or comprehensive view." The project team and executive steering committee felt that the word Vantage captured the essence of the system and overall business transformation that we hope to achieve.
Will the new system be different from the current ESS?
Yes, the look, feel, and overall functionality will be vastly different from what we currently have. Vantage offers features designed to enhance the end-user experience.
When will the new Vantage system be live?
We are launching the core HR, Payroll, and talent acquisition module for onboarding and recruiting, which will go live the week of March 16, 2026.
Does Vantage meet ADA for accessibility for visually impaired state employees?
Yes, Vantage does meet ADA compliance for accessibility and is compatible with screen readers. The CGI Advantage solution that Vantage is based on includes built-in accessibility features meant to support federal Section 508 requirements as well as the World Wide Web Consortium's (W3C) Web Content Accessibility Guidelines (WCAG). These accessibility features are available for and may be beneficial for all users. However, they were designed specifically to address accessibility issues. The system supports JAWS for Windows and NVDA Screen Reader, used in conjunction with Microsoft Edge, Google Chrome, and Mozilla Firefox.
Why is it necessary to change, and what are the benefits?
In the near future, the State's current Payroll and HR systems will fail to deliver required functionality; for this reason, it's essential that a new system be created. Employees will also see the following benefits:
Enhanced productivity by providing a single system to access key payroll, finance, and hr activities and features.
Increased accessibility for employees by supporting multiple browsers and device types, including smartphones, tablets, laptops, and PC's.
Access to more self service features available to everyone, including updating personal information.
Simplify and streamline business processes like onboarding and offboarding by moving our internal operations to align with industry best practices.
Where can I get updates?
The Vantage page on the HR website will be the best source for current updates. We'll provide more detailed information as the project progresses. Targeted communications to specific workgroups and divisions will also go out when appropriate. In March, we'll be launching our network of Change Champions known as Camp Guides. These will be individuals from every Department who will assist in communicating our changes to their teams.

What training will be provided?
We are developing a detailed training plan for all State Employees based on the different roles and responsibilities individuals will have in the system. Some options include hands-on learning led by instructors in a virtual setting, self-paced role-based training guides, step-by-step video tutorials, job aids, etc. Most employees will access the system less frequently, for example, to submit their timecard or manage leave. For these employees, job aids, and short videos to help learn how to navigate the system may be sufficient.
