Background Checks for New Employees, Interns, & Volunteers

Job offers should be made contingent upon the successful completion of a background check through the Utah Bureau of Criminal Investigation (BCI). 

The HireForms process initiates the workflow for HR to begin a BCI background check, so management does NOT need to make a separate request to HR for a background check to be conducted, nor does management need to collect personal information from new hires for background check purposes.

Paid Interns BCI Background Checks

The background check process for new employees is the same for paid interns. If you are interested in hiring a paid intern, please contact HR to begin the onboarding process.


HR completes background checks and notifies the hiring manager of the results via email or phone, depending on the results. The hiring manager may then make a final hiring decision consistent with policy HR04-14 governing background checks.

Final Hiring Manager Decision

Suppose the hiring manager determines not to hire a candidate due to the results of a background check. In that case, the hiring manager may consider the following suggested messaging of their decision to the job candidate:


"Consistent with the information in your offer letter regarding the contingency to complete a background check successfully, I have reviewed your background check results with our HR Department and the policy governing my authority to make a hiring decision found in HR04-14. Based on the information in your background check, it is my decision to rescind the offer of employment with the Utah State Courts. Consistent with the requirements found in Utah's Public Safety Code (UCA §53-10-108) and with the requirements of the agreement the Utah State Courts holds with BCI that background check records for employment screening purposes must not be saved or stored by the Courts, you may contact BCI directly if you have any questions or concerns about the information in your background check by following this link or contacting them directly at (801) 965-4445."
