In 2023, the Department of Government Operations (DGO) began an initiative to transform and modernize the state’s payroll and human resource systems by integrating them into a single vendor platform called Vantage. The project brings together DGO teams from HR, Payroll, Finance, Technology Services, and the Department of Government Operations Executive Director's Office.
Vantage Payroll & HR System Launch Date Changed to Spring 2026
Please be advised that the launch of the state’s new Vantage Payroll and HR system will now occur on March 18, 2026, instead of this December as originally planned. This gives DGO time to fine-tune testing, strengthen training, and confirm readiness across all areas in order to launch with confidence and consistency. Your continued engagement is essential to achieving a successful statewide implementation.
Employees’ excess leave balances will be paid out in December as planned. More Vantage project information will be provided in the coming weeks, including adjustments to the timeline for Vantage training for employees and managers.
DGO awarded a vendor contract to CGI through an RFP process to be the software solution and implementation partner for the new Vantage system. CGI also provides the FINET application, which will integrate with Vantage. The current ESS (SAP Payroll) and HRIS (Human Resources) applications will all be replaced.
The key objectives DGO highlights for the Vantage implementation include:
Simplify and streamline business processes, like onboarding and offboarding, by adjusting internal operations to align with industry best practices
Enhance productivity by providing a single system to access Payroll, Finance, and HR
Increase accessibility for employees by supporting multiple browsers and device types, including smartphones, tablets, laptops, and PC’s
Minimize administrative overhead for managers and employees by enabling self-service features, including updating personal information
DGO states that the new HR system will enhance productivity by providing a single system to access HR, Payroll, and Finance. It will replace existing systems, including Human Resource Information System (HRIS) and Employee Self Service (ESS Payroll). It will simplify and streamline processes, enable self-service features like updating and viewing personal information, and increase accessibility by supporting multiple browsers and smartphones.
The DGO Vantage Implementation Team says the new payroll system streamlines payroll management by reducing processing time for payroll runs and labor-intensive reports such as garnishments and general audits. It also improves efficiency by tracking employee time and leave balances, generating timesheets, and making adjustments to pay, time, leave, and accounting data. The system ensures the accuracy of pay and deductions by effectively managing the required data and performing precise calculations. Additionally, it facilitates contract pay, maintains labor distribution, manages bank reconciliations, payroll registers, and check cancellations and replacements.
