A special meeting of the Faulkton Area Schools 24-4 Board of Education was called to order by Grady Heitmann, vice chairman, at 4;53 p.m. in the office of the superintendent.
Roll call of members present were Kelly Aesoph, Todd Brand, Gary Bowar and Grady Heitmann. Also present was Supt. Joel Price.
Pledge of Allegiance was recited.
Lisa Raethz was present at this time.

Motion by Aesoph, second by Bowar to go into executive session at 4:55 p.m. for the purpose of discussing personnel issues as set forth in SDCL 1-24-2(1). All in favor, motion carried. Out of executive session at 6:36 p.m.

Motion by Brand, second by Bowar to recess the meeting at 6:36 p.m. All in favor, motion carried.
The meeting reconvened at 6:55 p.m.

The regular monthly meeting of the Faulkton Area Schools 24-4 Board of Education was called to order by Chairman Heather Bode at 7:32 p.m. on Monday, May 13, 2013 in the office of the superintendent.

Special Recognition was given to Joshua Reed, Music Instructor, for his service to the district the past year.
The second reading of auditor recommended policies was held.

Motion by Brand, second by Heitmann to adopt the following policies effective July 1, 2013: Legal References; Food Service Capitalization; Trust and Agency Fund Interest; Cafeteria Plan Grace Period. All in favor, motion carried.

Motion by Heitmann, second by Bowar to accept the resignation of Johsua Reed at the completion of the 2012-13 school year. All in favor, motion carried.
Preliminary Budget Discussion: Business Official Kopecky presented figures for the preliminary 2013-14 budget. She explained the negotiated agreement increase, the savings of not filling vacancies and their impact on the General Fund. She also stated that the district continues to use fund balance to cash flow the budget in the general fund and that a different form of means of finance would have to be looked into as the fund balance was decreasing. Kopecky then explained increases to the Capitol Outlay Fund over the past three years and with Supt. Price and Sec. Principal Cassens purchases for the 2013-14 Capitol Outlay Fund were explained.

Motion by Brand, second by Heitmann to vote Yes on Amendment One of the SDHSAA ballot. All in favor, motion carried.

Motion by Aesoph, second by Bowar to vote for Dan Whelen as Div. II representative to the SDHSAA board. All in favor, motion carried.

Motion by Bowar, second by Aesoph to vote for Mike Miller for the School Board member representative to the SDHSAA board. All in favor, motion carried.
Secondary Principal/AD Report: Mr. Cassens
Mr. Cassens reported on year end activities at the junior and senior high level.

Motion by Aesoph, second by Bowar to appoint Nikki Melius and Nancy Heidenreich to the Karen Schrader Scholarship Committee. All in favor, motion carried.
Mr. Price explained the proposed 2013-13 school calendar.

Motion by Brand, second by Bowar to offer a contract to Amanda Stulken as k-12 Music Instructor on BA Step 1 at $29,400.00 and co curricular music assignment at $2,784.00 as per the 2013-13 Master Contract. All in favor, motion carried.

Motion by Aesoph, second by Heitmann to offer Lisa Raethz a contract as Business Official for the 2013-14 school year at $38,500 beginning July 1, 2013 through June 30, 2014 with an addendum of compensation of $18.50 per hr. for hours worked in June of 2013. All in favor, motion carried.
Business Official Kopecky asked the board to have the policy committee draft a policy pertaining to the Pre K and missed snow days etc. They had been handled by a motion this year, but would be best if a policy were in place.

Motion by Aesoph, second by Heitmann to offer Work Agreements to the following Classified Personnel and to make a change to the Administrative Assistant position to be employed August 1 through May 31 on a yearly basis with benefits prorated to this time. All in favor, motion carried.
Work agreements offered to: Bobbi Heitmann, Joann Schulte, Peg Speck, Leasa Ortmeier, Lisa Martchinske, Tiffany Ogle, Kim Holt, Pam Hutchinson, Shelly Martinmaas, Janet Reed, Sandra Black, William Becker, Mary Vetch and Jeremy Demery.
