Board of Education - Meeting Minutes

Faulkton Area School District 24-4

Pursuant to due call and notice thereof a meeting of the School Board of Faulkton Area School District 24-4, of Faulk, Hand, Hyde and Potter Counties, South Dakota, was held on December 14, 2018 at 6:00 p.m. in the Seneca Community Center. The meeting was called to order by School Board Chairman Jerry Weyand at 6:05 p.m.

The pledge of allegiance was recited. Roll call of members present were Scott McCloud, Ryan Nelson, and Jerry Weyand. Absent: Kelly Aesoph and BJ Kalkman. Also present were Superintendent Scott Lepke, approximately 21 district patrons.

2018-19.90. Agenda Approval. Motion by McCloud, second by Nelson, to approve the proposed agenda. All members voted aye. Motion carried.

Conflict of Interest Waivers. No conflict of interest waivers were presented.

Community Public Meeting/Building Project. Mr. Lepke began the public meeting by stating he was going to give an update on everything that has taken place and he is not here to try to influence anyone’s vote for the bond vote on December 18^th. Lepke said he is here for informational purposes and for the public to ask questions. Lepke stated the building committee (consisting of board members, staff members, and community members) has met numerous times on this topic, they have visited 9 different schools that have built or remodeled, and they have looked at several different plans and budgets. Lepke said he believes this final plan will work for the district. Lepke outlined the plan. He stated the blue area on the brochure is the new high school and junior high facility, the green area is the new: kitchen, lunchroom, administrative offices, sped room, library, and entrance area. The orange area is the remodeled elementary building which includes a new: pitched roof, HVAC system, bathrooms/plumbing, network wiring/electrical, and LED lights. The outside of the remodeled elementary building will also be redone to match the new building. Lepke then gave a timeline if bond passes: bids will go out after the election, construction will start in the summer

2019 with the demolition of the high school/junior high building, and the new building will be built after that. Then in the summer 2020 the renovation of the elementary building will start and finish. During the high school/junior high construction, Lepke stated the 7-12 grade students will be displaced. Lepke stated he has talked to City, Methodist church and the Catholic church about holding classes there. Lepke stated the school staff, students, parents and community will have to be very flexible in the process and gave some examples about funerals and community events. Lepke also showed tax levy examples for owner occupied, other, and agricultural valuations. He stated “owner occupied” and “other” valuations are taxed at 92% of full and true value and “agriculture” valuations are taxed at 85% of true and full value. The bond levy is $0.59 per $1,000 in valuation. He also gave examples of how much per acre that would cost. Lepke said the cost of the new high school/junior high and the administrative/lunchroom/library area is $6,089,500 and the elementary remodel is $1,850,500, and demolition/contingency/fees will be around $1,060,000, totaling $9 million. Mr. Lepke said the district is looking at hiring a Construction Manager at Risk (CMR) that will oversee the project and guarantee the price. The board has already interviewed CMR’s so the district is prepared if/when the bond passes. Several questions were then asked by the community and answered by either the board or Mr. Lepke.

2018-19.91. Adjournment. Motion by Nelson, second by McCloud, to adjourn at 7:20 p.m. All members voted aye. Motion carried.

The special meeting was called to order by School Board Chairman Jerry Weyand at 6:00 p.m.

The pledge of allegiance was recited. Roll call of members present were Kelly Aesoph, BJ Kalkman, Scott McCloud, Ryan Nelson, and Jerry Weyand. Also present were Superintendent Scott Lepke, Business Official Lisa Hushka, Val Ramsdell from the Faulk Co. Record, Dean Marske from HKG Architects, Toby Morris from Dougherty & Company, approximately 10 staff members and 57 district patrons.

2018-19.79. Agenda Approval. Motion by Aesoph, second by Kalkman, to approve the proposed agenda. All members voted aye. Motion carried.

Chairman Weyand stated the levy for this bond was $0.59 per $1,000. Weyand said he figured on his own land the cost would be $0.94-$1.10/acre, depending on valuation. Ag land is taxed at 85% of full and true valuation. Weyand stated everyone needs to do their own figuring but this is what he estimated for his own.

2018-19.80. Executive Session-CMR Interview Selection. Motion by Kalkman, second by McCloud, to go into executive session at 7:05 p.m. for the purpose of preparing for contract negotiations or negotiating with employees or employee representatives as set forth in SDCL 1-25-2(4). All members voted aye. Out of executive session at 7:48 p.m.

CMR Interviews. The following companies will be interviewed for the Construction Manager at Risk position on December 12^th, 2018, starting at 1 p.m.: Quest Construction, Puetz Corporation, and Kyburz-Carlson Construction. Executive session interviews will start at 1 p.m. in the superintendent’s office.

Community Meetings. December 11^th there will be a community meeting in Orient at 6 p.m. and Weyand and Kalkman will attend. December 13^th at 6 p.m. will be in Cresbard and Weyand and McCloud will attend and December 14^th at 6 p.m. will be in Seneca and Weyand, McCloud and Nelson will attend and an agenda will be posted.

2018-19.81. Adjournment. Motion by Aesoph, second by Nelson, to adjourn at 7:57 p.m. All members voted aye. Motion carried.
