Rationale: There is no shortage of problems for district and school leaders to address as they work to support the ongoing needs of teachers and learners. In the A2A project, leaders will narrow their focus to ensure that the needs they are working to address will have a lasting impact on teaching and learning. By articulating a theory of change that specifies what leaders will do and how that will impact teachers, they will have a clear vision for how the actions of adults in the district/school can positively impact students.
