The Utah Judicial Council is the policy-making body for the judiciary. It has the constitutional authority to adopt uniform rules for the administration of all the courts in the state. The Council also sets standards for judicial performance, court facilities, support services, and judicial and non-judicial staff levels.
The Judicial Council holds monthly meetings throughout the state. All the meetings are open and may be attended by interested parties. They provide an opportunity for other branches of government, federal agencies, and citizens to present issues and concerns directly to the judiciary.
To accomplish the great quantity and diversity of tasks associated with the Courts, the Council is aided by several committees performing administrative or research functions for the Judicial Council. The Management and Policy and Planning committees are examples.Â
By rule, the Judicial Council established a Board of Judges for each court level. In accordance with the Council's guidelines, these boards adopt administrative rules, advise the Council, supervise the implementation of Council policies, and serve as a liaison between judges and the Council.
The Judicial Council is further aided by the Administrative Office of the Courts (AOC), which provides support to the Council, Court Districts, and Judiciary Management. The AOC is headed by the State Court Administrator, who also serves as the secretariat for the Judicial Council. Supportive services the AOC provides include: Accounting, Auditing, Court Level Administration, Facilities Planning, Human Resource Management, Judicial Branch Education, Information Services, and Information Technology. In addition, the AOC serves as a liaison with the other branches of government.
Trial Court Executives (TCEs) serve as the chief administrative officers in the judicial districts. They provide support to the judges and are ultimately responsible for administrative and personnel services within the individual districts.
Other management members have delegated authority through Court-Level Administrators and/or TCEs to coordinate closely with presiding judges and other judicial officers for administrative and personnel activities within districts. They work through their appropriate lines of management with support from AOC services as requested and/or needed to accomplish their work.
