Office Orders

• The following office orders came on account of community awareness in wake of several deaths towards end of 2012, and the consistent efforts of Citizens' Forum to followup, including a visit by several alumni in March 2013. 2013-05-24 DIR/IITK/2013/31 Compliance of Labour Laws

  • 2012-11-21 DIR/IITK/2012/0098 Institution of One Man Enquiry Committee (in wake of death of Shri Ram Saran Rai). DIR/IITK/2012/0097 Suspension of Civil Construction activities at New RA Hostel Extension Building (in wake of death of Shri Ram Saran Rai). R/IITK/Misc./2012/352 Communique on death of Shri Ram Saran Sai.

  • 2012-10-19 DIR/IITK/2012/0089 Institution of One Man Enquiry Committee (in wake of death of Shri Atar Singh). IITK/DC-88/LC- Communique on death of Shri Atar Singh.

  • 2011-06-01 DIR/IITK/2011/63 and DIR/IITK/2011/64 Institution of a One-man Enquiry Committee Review of Construction Practices and Suspension of Civil Construction activities (In the context of two deaths in 2011). 2011-05-18 Official communique on death of Shri Rohit.

• 2010-06-15 IITK/A-53/LC100 Circular withdrawing several guarantees which were given in the September 16th 2007 office order (see a discussion here).

• 2010-06-07 An office order by cleanliness inspector (Hindi) stating that sanitation workers will face strongest possible action for even sitting together with other sanitation workers, for having lunch in academic/hostel area [where most of them spend the whole day working], being found anywhere apart from their workplace, collecting dry twigs, plucking mangoes or sleeping.

The following office orders came in the context of several deaths in 2007.

• 2007-10-13 DIR/IITK/2007/96 Payment of ex-gratia for the legal-heir of Master Rahul, Son of Mr. Sudhír, Contract Labourer of M/s S.T. Advani & Co. In the context of death of Shri Rahul.

  • DIR/IITK/2007/95 Commissioning of “Contract workers' welfare and relief fund” at Dean RPG under a project mode. Setting up a relief fund. DIR/IITK/2007/94 Implementation of recommendations of the committee appointed vide Order DIR/IITK/2007/82 dated August 29, 2007.

• 2007-09-16 DIR/IITK/2007/89 Office Order promising several reforms. These promises were mostly withdrawn later (see a discussion here).

Documents/Arguments/Details circulated by institute officials in public space:

• A website set up by DRPG to counter and in response to alumni criticism, in wake of two deaths in 2011, circulated via this email.

• A document circulated to alumni highlighting institute efforts regarding contract workers (circulated in an email dated 24th August 2010).

  • This communique led to an elaborate response by Hamara Manch.

• Email circulated by the DIrector, IITK in the context of quick deaths in 2012, on 2012-12-19

Reports of Committees etc.

• Regarding toilet facilities: IWD/Div-II/2012/203 (Dated: 01-08-2012) Estimate of various toilet facilities in the Campus for Contract Workers (Phase II) IWD/Div-II/2011/466 (Dated: 25-10-2011) Report of Committee on Toilet Facilities inthe Campus for Contract workers.

• PB Vijay Committee Report (Dated: 15-06-2011) Findings and Recommendations of One Man Enquiry Committee of Shri P.B.Vijay, Ex. Director General, CPWD, Government of India about the tragic incidents occurred at the Civil Construction sites in Indian Institute of Technology, Kanpur. (In the context of two deaths in 2011). Note that this is not the full report, which unfortunately the institute has deemed "too sensitive" to be made public.

• Another report investigating death of Shri Rohit : Report of the committee to enquire into the death of Shri Rohit S/o Shri Bankey Lal at construction site of SBRA at IIT Kanpur constituted via office order DIR/IITK/2011/54-A dated 18.05.2011 in context of death of Shri Rohit.

  • Report of the committee constituted to look after the complaints about partial recovery of wages paid to the contract labours by certain contractors : This committee was setup vide office order no. DIR/IITK/2007/101 dated October 23, 2007 in the context of the environmental building case.

The following reports are from committees set up in the context of several deaths in 2007.

• Safety and Best Practices Committee Report : This committee was formed vide office order DIR/IITK/2007/89 dated 16th September, 2007.

• Draft Report of the Committee for Implementation of Medical Facilities for Contract Workers at IIT Kanpur : This committee was formed vide office order DIR/IITK/2007/89 dated 16th September, 2007.

• 2005-09-19 Report of an accident at the site of New Core Labs Building (in the context of Shri Tinku's accident).
