東京大学では、電子ジャーナルの購読契約に伴うAPC（Article Processing Charge：オープンアクセス掲載公開料）の支援・免除・割引を行っています。また、論文掲載実績による機関割引やメンバーシッププログラムの適用を受けられる場合もあります。
このうち、対象誌が多く、APCの支援の割合が大きいのが転換契約（Transformative Agreements）です。転換契約は、学術雑誌の購読費用を段階的に論文出版費用に転換させることを目指す契約で、購読するジャーナルとAPCの支払いをセットにして支払うことで総額の支払いを抑え、出版社からOA論文の出版枠を得ることができます（詳細は【解説編】2.2 転換契約を参照）。そのため、原則として現在の購読費用が存在するハイブリッドOA誌が出版枠の対象ですが、契約によってフルOA誌に出版枠を使用することが可能になっている場合もあります。本学では2020年から複数の出版社と小規模な転換契約を開始していましたが、2023年からは大手学術出版社と転換契約を試行し、OA推進と全学的な費用の低減を図っています。
APCの支援・免除・割引の対象出版社や対象誌および条件等は、附属図書館ウェブサイトで随時情報を更新していますので、論文を投稿される際は事前にご確認されることをお勧めします（一部学内限定の情報もあります）。

3.2 UTokyo APC support
UTokyo provides exemptions and discount support for APCs in association with our subscription agreements with e-journals. In some cases, it is also possible to receive an APC discount based on publication history or a membership discount.
Transformative agreements, for example, provide access to multiple journals and offer a high ratio of APC support. Transformative agreements are designed to realize a gradual shift from academic journal subscription to APCs, paying journal subscriptions and APCs as a set so as to keep down the total payment and enable universities to obtain an OA article publication quota from publishers. Consequently, publication quotas generally apply to hybrid OA journals which currently levy subscription fees, but some transformative agreements also allow quotas to be used for OA journals. UTokyo launched small-scale transformative agreements with multiple publishers in 2020, and in 2023, we began trials of transformative agreements with major academic publishers, working to promote OA and reduce costs across the university.
Information on those publishers and journals for which APC support, exemptions, and discounts are available, as well as the relevant conditions, is updated regularly on the UTokyo Library System website, so we recommend checking this site prior to submitting an article.
