4.1 学術書のOA化の進展
学術書においてもOA化が進んでいます。OA学術書全体の出版数の推移は明らかになっていませんが、査読を経たOA学術書を出版する出版社およびそのタイトル数は年々増加傾向にあると報告されています 1) 。ヨーロッパの研究助成団体のOAポリシーにおいては、論文にとどまらず学術書のOA化を求める動きがみられます。例えばcOAlition Sは2021年の声明で、特に人文社会科学分野の研究者にとって学術書が重要な出版形態であること、いくつかの研究がOA出版の利点を指摘していることに触れており、できるだけ早急な学術書の完全OA化の実現に向けて、前進することを約束しています 2) 。
4.2 学術書のOA出版
学術書をOA化する主要な方法の一つに、著者が出版社にOA出版手数料を支払うことで学術書全体または特定の章をOA化するものがあります。OA出版手数料は、OA出版対象が学術書全体の場合はBPC（Book Processing Charge ）、章単位の場合はCPC（Chapter Processing Charge）として請求されます。出版社ごとに、出版物の種類、文字数などさまざまな基準で料金設定をしているため、出版社のウェブサイト上に掲載されている価格はあくまで目安とし、正確な価格は直接出版社に確認することが推奨されます。
学術書をOA出版する出版社を選定する際には、以下のサービスが役立ちます。
DOAB (Directory of Open Access Books) 3)
DOAB (Directory of Open Access Books)は、学術書のOA化を促進・支援するオランダの非営利団体OAPENが運営する、査読付きOA学術書の検索サービスです。収録されているOA学術書は、査読プロセスとライセンス方針について、OAPENの審査を経た出版社が刊行しているものです。分野、出版社名、言語別に収録情報を一覧表示したり、書名、著者・編者を用いて収録情報を検索したりでき、自著に適した出版社を探す手掛かりになります。
Open Policy Finder 4)
Open Policy Finderは、イギリスの高等教育機関を支援する非営利団体Jiscが運営する、出版社のポリシーの概要を包括的に調べられるデータベースです。収録されたポリシーは出版社ごとにまとめられており、Open Access Book Policiesの見出しのもと、該当する学術書の種類（Edited Collection, Monograph, Book Chapter）を選択することで、それぞれのポリシーを確認できます。原稿のバージョン（Submitted, Accepted, Published）にてCCライセンスの種類を確認することで、出版社が認めるOA学術書の二次利用の条件がわかります。（参照【実践編】2.4セルフアーカイブ時の注意点③CCライセンス）
ただし、掲載情報が最新の状態でないこともあるため、各ページに掲載されているURLをクリックして、出版社のウェブサイトで最新の情報を確認すると安心です。
OA学術書の出版に関わる諸権利についての注意も大切です 5) 。対象の学術書が、助成を受けた研究成果物の場合、研究助成団体が指定するCCライセンスを付与する必要があります。出版社と契約する際には、CCライセンスが適切か、また出版社へ譲渡する著作権の範囲が適切かについての注意も必要です。
OA学術書に、他者の著作物の画像や図表などを含める場合、著作権者にその旨を伝えて許可を得ることも重要です。出版社の対応はさまざまで、著者の代わりに権利処理する出版社もあれば、著者自身で権利処理することを求める出版社もあります。また、OA学術書に含める他者の著作物の画像や図表には、その著作物に付与されているCCライセンスや出典をキャプションとして明記し、自著のCCライセンスと明確に区別することも重要です。（参照【実践編】2.3 セルフアーカイブ時の注意点②著作権、2.4 セルフアーカイブ時の注意点③CCライセンス）
4.3 学術書のセルフアーカイブ
出版社の中には、書籍の特定の章、または書籍全体の一部分を、著者が機関リポジトリなどで公開すること（セルフアーカイブ）を認める出版社があります。対象は、OA学術書のみならず、非OA学術書を含む場合があります。東京大学では、UTokyo Repositoryにて、学術書または学術書の一部を公開できます。（参照【実践編】2.1東京大学学術機関リポジトリ(UTokyo Repository)の概要）
学術書をセルフアーカイブするにあたっては、出版社のポリシーにて、その条件を確認することが必要です。上述のJisc Open Policy Finderにて、原稿のバージョン別に（Submitted/Accepted/Published）、セルフアーカイブ可能な範囲、エンバーゴ（公開禁止）期間、公開可能なリポジトリの種類などが確認できます。なお、最新の情報については、出版社のウェブサイトで確認すると安心です。

4. OA for academic books
4.1 The shift to open access for academic books
Open access is also being provided increasingly for academic books. More publishers are issuing peer-reviewed OA academic books every year, with a concomitant increase in the number of OA titles [1]. The OA policies of European research grant providers are moving toward requiring OA not just for articles but also for academic books. For example, a 2021 statement by cOAlition S noted that academic books are an important mode of publication for scholars, especially in the social sciences and humanities, and that several studies have pointed out the benefits of OA book publishing, with the coalition committing to making progress towards full open access for academic books as soon as possible [2].
4.2 OA book publishing
One main method of providing open access to academic books is for the author to pay an OA processing charge to the publisher to enable open access for the whole book or for specific chapters. A Book Processing Charge (BPC) is levied for a whole book, and a Chapter Processing Charge (CPC) for individual chapters. Publishers set their own charges based on criteria such as the text type and word count, so the price noted on the publisher’s website should only be referred to as a guide. We recommend contacting the publisher directly for an accurate price.
The following services are useful when choosing a publisher that engages in OA academic book publishing.
The DOAB is a discovery service for peer-reviewed OA books operated by the Dutch not-for-profit OAPEN Foundation, which promotes and supports OA academic book publishing. The OA books in its directory are issued by publishers whose peer reviewing process and licensing terms have been screened by OAPEN. Directory information is available in list form by subject, publisher, and language, and can also be searched by title, author, and editor, helping researchers to find the publisher best suited for their work.
Open Policy Finder is a searchable database that summarizes OA publisher policy information and is operated by the not-for-profit organization Jisc, which supports UK tertiary education institutions. This comprehensive resource sets out OA policies by publisher. Select ‘Publisher’ in the search bar to choose the policy for a Edited Collection, Monograph, Book Chapter. Scroll to the manuscript version you need (Submitted, Accepter, Published) to check the CC license for the conditions for reuse of OA academic books permitted by that publisher (see 2.4 Important points when self-archiving: (3) Creative Commons license).
Because the database information may not be completely up to date, we suggest clicking the URL link to check the publisher’s own website for the latest information.
You also need to pay attention to the various rights related to OA academic book publishing [5]. Where an academic book is the research output from a grant-backed project, the CC license stipulated by the research funding agency needs to be applied. When signing an agreement with the publisher, you must also ensure that the CC license and the scope of the copyright that you are transferring to the publisher are appropriate. Where an OA book contains images or charts, etc., for which a third party holds the copyright, it is important to inform the copyright holder and obtain their permission. Publishers have different approaches to this. Some will secure third-party permission for you, while others require the author to do so. Where images or charts, etc., for which a third party holds the copyright appear in an academic book, it is also important to explicitly note the CC license and the source in the caption and clearly distinguish this from the book author’s own CC license (see 2.3 Important points when self-archiving, and (2) Copyright and 2.4 Important points when self-archiving: (3) Creative Commons license).
4.3 Self-archiving academic books
Some publishers permit authors to publish certain chapters or a part of their books in an institutional repository (self-archiving). This can include not just OA academic books but also non-OA academic books. At UTokyo, academic books and parts thereof can be published in the UTokyo Repository (see 2.1 Overview of the UTokyo Repository). To self-archive an academic book, you will need to check the conditions in the publisher’s policy. You can use the Open Policy Finder database mentioned above to check by manuscript version (Submitted/Accepted/ Published) the scope of self-archiving permitted, the embargo period, and the type of repository where the book can be published. For the most up-to-date information, we recommend checking the publisher’s website.
