オープンアクセスとは、学術論文などをインターネット上で無料で公開することで、誰でもフリーにアクセスできるようにすることです。

研究成果をオープンアクセスにする意義

研究成果をオープンにする意義として、次のようなことがあります。

・研究成果が発見されやすくなる​

・誰もが論文にアクセスできる​

・学術研究の発展に寄与​

・研究成果を社会に還元できる

また、近年では研究成果のオープンアクセス化を要件とする研究助成機関が増えています。

東京大学 オープンアクセスポリシー

東京大学では、2023年2月22日に東京大学オープンアクセスポリシーを制定しました。

本オープンアクセスポリシーでは、「本学に在籍する研究者（以下「研究者」という。）は、出版社、学協会、学内部局等が発行する学術雑誌等に掲載された研究成果（以下「研究成果」という。）を、東京大学学術機関リポジトリ又はその他研究者が選択する方法によって、可能な限り、誰もが障壁なくアクセスできるよう公開する。」としています。

What is Open Access?

Open Access (OA) refers to the practice of making research outputs, such as academic papers, freely accessible online to everyone.

By “open access” to [peer-reviewed research literature], we mean its free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself. The only constraint on reproduction and distribution, and the only role for copyright in this domain, should be to give authors control over the integrity of their work and the right to be properly acknowledged and cited.

Why does Open Access count?

The significance of making research outputs open includes the following.

• Increased exposure of research outputs to the public

• Enhancement of accessibility of research outputs

• Contribution to the further development of academic research

• Application of research outputs to the solution of social issues

In addition, in recent years, there has been an increase in the number of research funding organizations that require open access to research outputs as conditions or terms of granting.

The University of Tokyo Open Access Policy

The University of Tokyo established "The University of Tokyo Open Access Policy" on February 22, 2023.

This Open Access Policy states that "UTokyo Researchers (hereinafter referred to as "Researchers") shall make their research outcomes published in journals issued by publishers, academic societies, faculties/graduate schools/research institutes of UTokyo, etc. accessible through the use of the UTokyo Repository or other methods of the Researcher's choice so that anyone can access them without barriers as much as possible".
