In 2023, Malaysia saw a significant increase in reported cases of animal abuse, marking an ongoing issue of concern despite existing animal welfare laws. The Department of Veterinary Services (DVS) recorded a 25% rise in cases, with particularly high instances in Selangor, followed by Kuala Lumpur and Johor. By mid-2023, complaints had reached over 2,600 cases, attributed to both a rise in awareness and reporting as well as growing issues with animal cruelty across the country.

The current law, the Animal Welfare Act 2015, prescribes fines up to RM100,000 and imprisonment of up to three years for convicted offenders. However, the rising numbers suggest that enforcement and public awareness campaigns need to be strengthened to address this issue more effectively.
