Teaching point: How do we apply exponent rules to expressions with rational exponents?

George and Tanya were asked to simplify the expression to the right using 1 power. George says that this expression cannot be simplified because the 2 powers that are being multiplied do not have the same base. Tanya says that the answer is 3 to the 17th power. Who is correct and how do you know?
