disabled, handicapped

Disabled (or disability) is preferred.

A person with a physical disability may or may not be handicapped.  For instance, a person using a wheelchair has a disability, but is handicapped when confronting stairs.

Do not emphasize the disability, and avoid categorizing people with disabilities as the disabled, the blind, etc.  Say instead, people with disabilities, blind people, etc.

Do not use descriptions such as afflicted, crippled, deformed, victim, confined to a wheelchair (a person may use a wheelchair but rarely spends the entire day in it).
