26 castes -- such as Koppulavelama, Kalinga, Toorpu Kapu, Gavara, Setti Balija and others -- in the list of Backward Classes. Interestingly, they were earlier deleted from the list by the TRS government as they did not originally exist in Telangana.
TRS MLAs- Maganti Gopinath, Arikepudi Gandhi Madhavaram Krishna Rao and KP Vivekananda -- all of whom had crossed over to the ruling party from the TDP in the GHMC area -- submitted a memorandum to the TS BC Commission chairman BS Ramulu on Saturday, urging him to recommend to the government to reincorporate the 26 castes in the list of BCs.
“People belonging to these castes have migrated from various districts of North Andhra to Hyderabad city and its surrounding areas in the past 30 years. They are now working as daily wage labourers in construction sector, unskilled workers in Telugu film industry and other sectors. They are very poor and they availed reservation facility in the erstwhile undivided State since 23 September 1970 on the basis of recommendation of Anantharaman commission,” the TRS MLAs stated in their memorandum.
Recalling that the State government had removed these 26 castes from the BCs list, the MLAs requested the BC Commission chairman to take steps to re-include them. During the meeting, the BC Commission chairman is learnt to have promised to the MLAs that the government would consider their proposal. “In an unusual manner, four MLAs today petitioned for the inclusion of these 26 communities in BCs list. We will definitely take a look at it,” he is learnt to have told the MLAs.
Legislator Gopinath told Express that Ramulu had responded positively, and a positive decision was likely to be taken soon. It is estimated that about 15 lakh people belonging to these communities reside in Hyderabad. Hence, the TRS MLAs belonging to the city are of the view that a positive decision will be helpful in improving their electoral fortunes. In fact, the TS government issued an order on 11 March 2015(https://drive.google.com/file/d/1d5Maxna0WvPo5kuuEZSYBEjYPGeRCI9L/view?usp=sharing), delisting these 26 castes from the BC reservations list claiming there was no point in continuing as these castes belong to various regions which are not part of the new state.

ORDER:
In the G.O. first read above, orders were issued adapting the
relevant Government Orders issued in the undivided State of
Andhra Pradesh along with the list of (112) castes/communities
group wise as Backward Classes with percentage of reservation, as
specified therein for the State of Telangana.
2. In the G.O. second and third read above, orders were issued for
amendment of certain entries at Sl.No.92 and Sl.No.5 respectively
in the Annexure to the G.O. first read above.
3. In the letters fourth and fifth read above, proposals were
received by the Government for certain amendments in respect of
the Groups A, B, C, D and E, etc., of the Backward Classes
Castes/Communities as adapted in the State of Telangana.
4. After careful examination of the matter, Government have
decided to accept the said proposals and accordingly hereby issue
the following amendments to the orders issued in the G.O. first read
above.

ORDER:
In the reference first cited above, the erstwhile Government of Andhra Pradesh,
based on the recommendations of the Anantharaman Commission for Backward
Classes, had drawn up a list of (93) Backward Classes as amended thereafter (other
than Scheduled Castes and Scheduled Tribes) which are socially and educationally
backward and classified them into four groups for the purpose of reservations in the
professional colleges and in services under Articles 15 (4) and 16 (4) of the Constitution
of India as detailed below:-
Group (A) 7%
Group (B) 10%
Group (C) 1%
Group (D) 7%

2. Further, in the reference 6th read above, the erstwhile Government of Andhra
Pradesh for the purpose of Articles 15 (4) and 16 (4) of the Constitution of India and in
the exercise of the powers conferred under section 7 of the Andhra Pradesh Reservation
in favour of Socially and Educationally Backward Classes of Muslims Act, 2007 (Act No.
26 of 2007), the (14) classes of Muslims residing in the united State of Andhra Pradesh
(Other than Dudekula, Laddaf, Pinjari/Noorbash and Mehtar) as identified and
recommended by the Andhra Pradesh Commission for Backward Classes, as socially
and educationally Backward Classes of Muslims were included in the list of Backward
Classes under separate Group “E”, which is in addition to the existing “A”, “B”, “C” and
“D” Groups and provided 4% reservation. However, the reservation in favour of
Backward Classes Group “E” is subject to outcome of Civil Appeal Nos 2628-2637/2010
etc., pending before the Supreme Court.
3. Further, in the references 2nd to 5th and 7th to 22nd cited, various other castes/
communities were also included in the list of Backward Classes from time to time, on the
recommendations of the Andhra Pradesh Commission for Backward Classes.
4. In view of the Andhra Pradesh Reorganisation Act, 2014 (Central Act.No.6, 2014),
in the reference 24th read above, the Member Secretary, Andhra Pradesh Commission
for Backward Classes has informed that as on 01.06.2014, there are (138)
castes/communities in the list of Backward Classes as approved by the erstwhile
Government of Andhra Pradesh from time to time in the undivided Andhra Pradesh
State. After verification of the list and Government orders, it is found that (112) castes/
communities of Backward Classes pertain to the State of Telangana and the MemberSecretary, AP Commission for Backward Classes has also enclosed the list of (112)
castes/ communities of Backward Classes pertaining to the State of Telangana along
with the relevant Government orders.
5. In view of the Andhra Pradesh Reorganisation Act, 2014 (Central Act.No.6, 2014),
Government of Telangana has decided to adapt all the relevant Government orders
issued in the undivided State of Andhra Pradesh along with the list of (112)
castes/communities which is annexed to this order, Group wise and Percentage of
reservation as Backward Classes for the State of Telangana, so as to enable the
respective Departments to take necessary action as per their requirements.
6. The Group wise list of (112) number of Castes/communities of Backward Classes,
pertaining to the State of Telangana, with the percentage of reservation is as follows:-

ORDER:-
In the G.O. read above, Government have issued orders to establish a corporation in the
name and style of “Telangana State Most Backward Classes Finance Corporation Ltd.,” under
Companies Act, 2013.
2. The Government have further reviewed the matter and felt that it is appropriate to change
the nomenclature of the said Corporation as “Telangana State Most Backward Classes
Development Corporation” and decided to replace the words “Telangana State Most Backward
Classes Finance Corporation Ltd.,” wherever they occur in abstract /subject and order of the G.O.
read above with “Telangana State Most Backward Classes Development Corporation.
3. Accordingly, Government hereby issue the following amendment to G.O.Ms.No.6, Backward

ORDER:-
Government of Telangana is implementing many schemes for the SocioEconomic Development of Backward Classes, who constitutes about 50% of
the population in the State. However, even after the implementation of many
schemes for the upliftment of the Backward Classes, there are still many
among them who require special focused governmental support for their
development. Among them, there are many who are illiterates and do not
have access to the bank/insurance facilities to utilize existing developmental
schemes. Even though reservations have been provided for admissions for
them in schools, colleges and government services, children and adults from
these communities still find it difficult to compete with others due to years of
deprivation, marginalization and lower status.
2. In this background, it is realised by the Government that there is a need
to establish a separate Corporation for the people of Most Backward Classes
(MBCs) who are the most neglected, suppressed and oppressed communities
even among the Backward Classes. Hence, Government have decided to setup
a separate corporation specially to focus on the welfare of these most
backward among the BCs. These Most Backward Groups among the BCs will be
identified and the list will be finalized and published following due process. The
proposed corporation would be responsible with the approval of Government
for the formulation and implementation of economic support schemes for
individual / group belonging to these identified Most Backward Classes (MBCs).
3. Accordingly, Government hereby order to establish a corporation in the
name and style of “Telangana State Most Backward Classes Finance
Corporation Ltd.,” under Companies Act, 2013.
4. The said corporation would have its head quarters at Hyderabad and its
Board of Directors will have adequate representation from Most Backward
Classes communities. The corporation will have a initial Share Capital of Rs.
5,00,000/- .
5. The Commissioner, Backward Classes Welfare Department, Telangana,
Hyderabad is authorised to sign and submit the necessary documents for the
formation of the proposed Corporation for Most Backward Classes.
6. This order issues with the concurrence of Finance Department vide their
U.O. No.646/PFS/2017, Dated:06.03.2017.

ORDER:
The Govt., in reference 2nd read above, have accorded sanction for construction
of (111) B.C Community Halls in Wanaparthy Constituency with a total cost of Rs.5.38
Crores.
2. In pursuance of orders issued in the reference 5th read above, Government
hereby accord administrative sanction for an amount of Rs.5.38 Crores (Rupees Five
Crore Thirty Eight Lakhs only) as additional funds in relaxation of treasury control and
quarterly regulation orders by way of obtaining the supplementary grants during the
Financial Year 2020-21 towards meeting the expenditure under the scheme of
Construction of (111) B.C. Community Halls under the Head of Account as detailed
below:-

3. The Commissioner, Backward Classes Welfare, Telangana is requested to take
necessary action accordingly duly following the instructions issued by the Finance

BC Welfare Department was bifurcated from Social Welfare Department in the year 1975 and a separate Department was constituted in the Secretariat in 1994 vide G.O.Ms.No.72, Dt.22.02.1994. The BC Service Co-operative Finance Corporation was formed in 1974. The Backward Classes Welfare Department focuses on the welfare and development of Backward Classes.
