#1 Rating Period – Under the DoDI, Components operating academic institutions may elect to apply a unique appraisal cycle. DoDEA’s rating cycle runs from May 1 – April 30 of the following year.
#2 Automated Appraisal Tool – All employees and supervisors with computer access are required to use MyPerformance when creating, reviewing, or approving performance plans; documenting modifications to performance plans; documenting progress reviews; documenting employee input on his or her individual performance; and documenting performance ratings and assessments.
#3 Performance Discussions – Supervisors must have at least three documented performance discussions with their employees during the rating cycle. This includes:
• The initial meeting to discuss performance elements and how employees will be assessed on their performance throughout the rating cycle;
• At least one progress review discussion to provide feedback on how the employee is performing and discuss such things as organizational goals, changing priorities, whether modifications to the performance plan are needed to accurately reflect the work that is being assessed, barriers to success, employee’s accomplishments and developmental needs; and
• The final performance appraisal discussion.
#4 Performance Standards and Elements –
• Each employee must have a written performance plan established and approved normally within 30 calendar days of the beginning of the appraisal cycle or the employee’s assignment to a new position or set of duties.
• A performance plan consists of performance elements and standards written at the "Fully Successful" level. All elements are considered critical under DPMAP. The standards should include specific, measurable, achievable, relevant, and timely (SMART) criteria, which provide the framework for developing effective results and expectations.
• DPMAP places strong emphasis on supervisory responsibilities and employee engagement. In their performance plans, supervisors (any employee who rates another employee) must have an equal or greater number of supervisory elements than technical elements. The supervisory elements, however, do not have to directly link to the technical elements. Supervisors have special access to the Performance Standards Library to copy and paste standardized, historical, and sample elements for various positions across DoDEA.
#5 Progress Review –
• At least one face-to-face progress review is required. Normally, this is done midway through the rating cycle/school year. RO’s are required to document the date that this meeting took place in the online MyPerformance appraisal tool.
• Employees and supervisors are encouraged, but not required, to submit written narratives in the online tool for progress reviews. The online tool allows both employees and supervisors to each input 2000 characters (with spaces) per element.
• Additional progress reviews can be documented in the online tool. HLR is NOT required when giving progress reviews.
