Definition: to enclose; ward/keep off/away; keep close, confine; prevent, hinder; protect; separate; gird
Sententia: Muri ingentis urbis conditi ad fures arcendum perfungi muneribus non potest--immo, fures intrare in urbem facillime citissimeque potest, dum peregrinatores qui pecuniam multam insumeant horas manent.
The walls of the huge city having been built for the purpose of warding off thieves are not able to perform their duty--on the contraray, thieves are able to enter into the city very easily and quickly, while travelers of the sort who spend much money wait for hours.
Muri ravi obscuri urbem similem tempestati arcent. Priusquam condebantur, sol in domos cottidie mane fulsit, sed nunc tota dies est fusca.
The dark gray walls enclose the city like a storm. Before they were built, the sun shined into the houses every day in the morning, but now the whole day is dark.

In the fields the dogs were protecting the group/herd of sheep.
(the way which I am trying to use to remember the word: an arc encloses part of a circle and doesn't let the area inside the circle get out, so arceo encloses something else/keeps other things away from it...sorry for the bad mnemonic which does not make sense)
