typical solution 1 - user has the encryption key in a place that is kept with the parent gov. The encrypted data doesn't then need a special treatment.
typical solution 2 - sensitive data replaced by a hash that is kept in a lookup-table. Focus shifts to the governance of access to rows in the lookup table
