Competitive Negotiation

Competitive negotiations can be conducted by the DNR Purchasing office after a failed invitation for bid or request for proposals. Additionally, this selection method may be used with IFBs and RFPs if:

  • Agencies/IHEs conducted a Solicitation and a winning Vendor was not identified;

  • Low Bids exceed available funds; or

  • Not enough Vendors exist to establish “adequate competition.”
