Professional Services and Non-Advertised Professional Services (As Needed)

Professional Services means those services typically performed by architects, engineers, professional land surveyors, landscape architects, or industrial hygienists. §24-30-1401 through 1408 C.R.S.

Requests for Qualifications are used for selecting professional services. These trades are exempt from the procurement code, but a separate statute (§24-30-1401 et, seq. C.R.S.) governs their selection. The statute (§24-30-1403 (2)(a)) allows for discretionary contracts for less than $25,000 and requires that for contracts of $25,000 or more that architects, engineers, landscape architects, surveyors and industrial hygienists be selected based on qualifications only. Price is not considered.

For selections under $50,000, after training, department staff can conduct selections for architects, engineers, professional land surveyors, landscape architects, or industrial hygienists using a more informal process, where advertising is not required. Emergency selections are allowed.

All professional services purchases require a contract, per fiscal rules.
