Inclement Weather Information

The State of Colorado experiences adverse weather and safety conditions throughout the year. State government must continue to operate at full capacity during these events, but adverse conditions or safety concerns may require certain State facilities to close temporarily or alter work hours. In these extraordinary circumstances, the Governor or the Executive Directors of the State agencies must have the discretion to decide whether to close or alter normal hours of operation by, for example, delaying start times, closing early, or approving telework. Requesting Admin. Leave in Kronos

Wellness Day

Permanent full time and part time employees have eight (8) hours to use every plan year annually by June 30 (this time cannot be broken up).  The entire 8 hours needs to be used in one day.  New hire permanent employees are eligible effective as of date of hire.  This is a unique benefit for DNR employees to use to get away from the computer for a day, get outside, call a friend, or be with your family.  This time can also be used for wellness exams, follow up with the doctor, etc.


Please remember you need to submit a time off request as "Admin Leave Wellness Day" and get approval from your supervisor to use the time to take care of yourself.

Other Types of Admin. Leave

Administrative leave must be granted for the following:

1. Two hours to participate in general elections if the employee does not have three hours of unscheduled work time during the hours the polls are open.

2. Up to two days per fiscal year for organ, tissue or bone donation for transplants.

3. To serve as an uncompensated election judge unless a supervisor determines that the employee’s attendance on election day is essential. The employee must provide evidence of service.

4. Up to 15 days in a fiscal year when qualified volunteers or members of the Civil Air Patrol are directed to serve during a declared local disaster, provided the employee returns the next scheduled workday once relieved from the volunteer service.


For the following types of leave, the leave is subject to denial if the employee is necessary to ensure the State’s critical needs for the time period the leave is requested. The appointing authority may also deny this leave if there are performance issues - please consult with DNR Human Resources. The appointing authority may also approve administrative leave for reasons other than those listed below - please consult with DNR Human Resources.

1. DNR wellness day as stated above (no documentation is required).

2. Up to 18 hours total in a fiscal year (pro-rated for part-time employees) for volunteering in community activities, volunteering in school activities, and parental academic leave for parents or legal guardians to attend school functions.

3. Up to 5 days in a fiscal year for volunteer firefighters or volunteer first responders who are called as part of an active, formal volunteer response to a fire and are not otherwise compensated. The administrative leave does not include training. (Executive Order D 2022 036)

4. Employees who are under current evacuation orders due to wildfires, floods, or other natural disasters are eligible for the time period spent in evacuation status.

5. Employees are eligible for leave in accordance with the State’s Universal Policy on Weather and Safety Conditions as stated above.

Admin. Leave Governor's Holiday

Bereavement Leave

Board Rule 5-12:  Bereavement leave is for an employee’s personal needs and use is subject to the approval of the appointing authority. The appointing authority may provide up to forty (40) hours (prorated for part-time work or unpaid leave in the month) of paid leave to permanent employees for the death of a family member or other person. Employees are responsible for requesting the amount of leave needed. Documentation may be required when deemed necessary by the appointing authority. (02/2017) 

Family Medical Leave (FML)

FML is granted to eligible employees for various reasons.  Please contact HR_EmployeeLeave@dnr.state.co.us for eligibility and more information.  You may also visit the DPA's FMLA page.  For information on how to maintain your Benefit Premiums while on FML, please contact DNR_Payroll@state.co.us.

Jury Leave

Board Rule 5-14:  Jury leave provides paid leave to all employees; however, temporary employees receive paid leave for a maximum of three (3) days of jury leave. Jury pay is not turned over to the department. Proof may be required. (02/2017) 

Jury Leave is requested through the Time Off Request system in Kronos and approved by your supervisor.

Military Leave

Board Rule 5-13:  Military leave provides up to one hundred twenty (120) hours in a fiscal year to permanent employees who are members of the National Guard, military reserves, or National Disaster Medical Service to attend the annual encampment or equivalent training or who are called to active service, including declared emergencies. Unpaid leave is granted in accordance with the Uniformed Services Employment and Reemployment Rights Act (USERRA) after exhaustion of the one hundred twenty (120) hours. The employee may request the use of annual leave before being placed on unpaid leave. (04/01/2020) 

Kronos has Military Leave accruals populated for all employees but you do have to be an active service member to receive this leave.  Please contact HR_EmployeeLeave@dnr.state.co.us if you are an active military member.
