There are hazards associated with the earthworks process. These hazards introduce a risk to people, the environment, assets, and production. Below is a field level risk assessment (FLRA) for the proposed earthwork.
The FLRA tabulates the activities, hazards, control measures, and the resulting risk levels. The risk levels in the column to the left of the control measures are the inherent risk levels associated with the identified hazards. The risk levels in the far right column are the risk levels associated with the identified hazards after the control measures are put in place. The risk levels are measured using the the system presented in the University of Alberta’s Handbook for Engineering Safety and Risk Management.
The risk matrix is use to measure the risk levels on the basis of likelihood and severity. A risk level of ‘L’ represents low risk. A risk level of ‘M’ represents moderate risk. Activities of moderate risk permitted while taking caution. A risk level of ‘H’ represents high risk. Activities of high risk are not permitted under any circumstance and require further control before proceeding.
All site visitors and construction personnel entering the site are required to sign in at the site office and wear personal protective equipment (PPE) throughout their stay. Upon leaving the site, visitors and construction personnel are to sign out at the site office. This is to keep track of who is on site in case of emergencies. Visitors and construction personnel are required to fill out their own FLRA form prior to the start of work or site tours. Any newly identified hazards and near misses shall be reported and logged immediately.
Any new visitor or construction personnel on site will go through a thorough site-specific safety orientation. This is to ensure that everyone on site is familiar with the site layout and emergency procedures.
Fencing will be installed around the site to keep the general public out of the site. There would be temporary barricades at the access point as shown.
There will be two muster points in case of emergency; one on the east and west side of the site. Muster points are shown in the site map to the right with the arrows.
