Biography

Five years prior to the Blood Tournament, the Skull Cross gang had stepped in to replace the Mad Gear gang in an attempt to take over Metro City. Mayor Mike Haggar, sworn to clean the streets of gang members, decided to once more take the law into his own hands. He personally asked MCPD: Special Crimes Unit Officer Lucia Morgan to assist. It was a favor to him after he helped her clear her name of corruptions charges. Once the Skull Cross gang were taken care of, life returned to normal for Lucia, at least until the Universal War. She was one of many police officers to keep the peace in a city filled with scared civilians.

One year later, with the Mishima Zaibatsu's war as well as the upcoming Shikoken Tournament, Haggar himself had asked Lucia to join him at the tournament to fight against this new threat. Considering how Haggar dropped from the Presidential race in order to end this war, Lucia realized how important this was to him. Honored that he asked for her help, Lucia didn't hesitate to accept.
