Every society needs rules. Rules are like lanes on the road: without lanes, no car can reach its destination safely and fast enough.
ABC cities share the same set of rules, called ABC rules, and each city may have its own set of additional rules as long as they are not conflict with other ABC rules.
Rules are made by citizens' direct participation without proxies such as congress or assembly.
Voting is like a jury in a court of law. In fact, the justice system of ABC is a subsystem of ABC Legislature.
Citizens have dissimilar voting powers one another. The voting power of a citizen is determined by his/her contribution to the city, age, education and other factors.
Citizens are classified into various groups according to their backgrounds, and each group manages each kind of voting agenda.
ABC voting committee manages and operates all ballot processes according to the rules defined by ABC committee.
Assuming 200,000 citizens in an ABC city, each citizen has a unique voting power different from others. For example, Alice's voting power is determined by her tax history, age, education, degrees, criminal history, awards, etc.
Voting powers are normally distributed, and the shape and standard deviations of its curve will be discussed later.
Who and how can decide whether or not a certain ingredient of a drug can be used to treat a particular medical condition in pregnant women? It may be nonsense for cookers to determine such issue.
ABC Legislature classifies the total population into multiple groups according to their ages, sexes, professions, educations, licenses etc.
A citizen may belong to several classes or groups at the same time.
ABC Legislature selects which group or class to vote in which agenda or vote.

Every citizen may post a new rule or a revision of an existing rule onto ABC Legislature Online Board. If the suggestion obtains enough "LIKE"s from citizens, it is submitted to ABC Voting Committee which prepares and proceeds the voting of the suggest rule or law such as selecting a voting group for each ballot agenda.
