There is neither pure private companies nor stand-alone retail shop in the city: All the businesses are more or less owned by the city, and every retail or service business is a franchise as franchises provide more standardized products and services.
The main role of the franchisee is to establish standardized business processes for each business area and develop related IT systems.
All kinds of businesses operate in standardized manners according to manuals such as ISO 9000. For example, a franchise of restaurants enforces its workers and devices to follow a standardized process of storing food materials and cooking foods.
All the processes done in businesses are monitored, tracked, recorded and analyzed by the franchise they belong to. For example, a franchise with hair beauty shops monitors, records and analyzes the services provided by its workers to improve their service quality.
All workers are supported by AI. For example, a dental AI system may support the diagnosis and treatments of dentists, and a franchise of dental clinics may develop such AI system.
In an ABC city, there may be only one franchise in a business field. For example, only one dental franchise may provide 200,000 citizens with dental services. Then, it may be difficult to evaluate the efficiency or competitiveness of that franchise, because there is no comparable businesses in the ABC city. Our solution is to compare dental franchises in one ABC city with dental clinics in ordinary cities and other ABC cities.
AS9000 is a standardized quality controlling in aerospace industries. Until now it has been quite expensive to apply AS9000 to aerospace industries as it requires quite a large amount of manpower to apply. So, it has not been applicable to apply AS9000 to other industries such as restaurants and laundry services.
However, with the rapid development of the IT industry, it is no longer difficult or unfeasible to apply AS9000 to all kinds of businesses and industries. ABC applies AS9000 or AS9001 to all businesses and industries.
Developers of ABC should understand what benefits standardization can provide, and try to code JUST one system which can be applied to all kinds of businesses. ISO or AS may be a good starting point.
One standardized business architecture may eliminate unnecessary or redundant modules as much as possible. Needless to say, if we develop each standard for each business or industry, those standards must be unordered, inefficient, and difficult to operate.
Remember that just one system should be enough to deal with all kinds of businesses.
The city imposes the standard or guideline of daily working processes on its employees. Some businesses are fully owned by the city: courts, local councils, tax service, electricity, water supply, sewage treatments, the food materials' storage etc. The others are partially owned by the city.
