1. Summary

99+% of judicial procedure is to check facts. The peculiarity of the justice system in the ABC ecosystem is that all the facts related to economic entities are recorded by ABC 24hrs/7days. Here economic entities are those earning or spending money during their operations or existence. They can be humans or non humans such as machines and legal entities.

Again, every event by every entity is recorded in ABC since every entity has a linux machine to record its activities in its log file and SQLite database. For example;

• In ABC, every activity is done via online. For example, a citizen may have a dinner in a restaurant. But, selecting a menu and paying the price is done online as there is no physical money in ABC.

• Personal computing devices such as smartphones and desktops record the daily activities of their owners, and the owners of these devices perform all kinds of daily activities online. There is no offline activity in ABC.

• Assuming an ABC city with 200,000 population, there are hundreds of thousands of sensors: CCTVs, sound detectors, vibration detectors, thermometers, smoke detectors, movement detectors and so on.

• Every sensor is controlled by a linux machine, and every linux machine has its counterpart linux distro in the cloud.

Since more than 99% of judicial processes are done automatically, our job is to complete the rest 1%.

2. Common Laws for ABC cities

ABC's first potential customers are over 146 BRI countries of which judicial systems are quite different one another. What is illegal in some countries may be legal in other countries and vice versa. It is almost impossible to make a standardized judiciary system for all nations.

Our goal is to create a shared justice system for the ABC cities that will be built in these countries.

1. ABC Cities

ABC City is designed as a free economic zone with jurisdiction independent of the country it is geographically located in. For example, the jurisdiction of an ABC city located in Russia is independent from that of Russia. Of course, each nation operates the ABC cities in their territory, but apply a judicial system different from her own. That different judicial system is what shared by all the ABC cities across the world. By doing so, everyone and every business in any ABC city can assure that he/she/it is under the same judicial system regardless of which nation they are working in or doing businesses with.

2. Rule of Law Index

We had better start from some existing justice system rather than from nothing. Since Denmark, Norway, and Finland topped the WJP Rule of Law Index rankings in 2021[Link], it may be a good choice to start from the legal system of those nations.

3. Artificial Intelligence

It surely will be quite interesting subject to code an AI system to substitute current human-oriented legal systems. But, in ABC City, 99.9% of today's legal disputes will be resolved automatically by rule based system or architecture, without the need for advanced AI technologies.

The rest 0.1% may need quite delicate AI technologies. NLP seems not feasible to ABC since all the data in the city are generated by linux machines rather than humans' writings.
