I learned the measures of hate speech are going forward in Osaka. Osaka bar association established “TP”(ヘイトスピーチ対策推進プロジェクトチーム) in 2017 and it released the statement on the hate speech. It calls city government to intervene in hate speech actively and educational institutions to teach the hate speech problems based on the Convention on the Elimination of All Forms of Discrimination and civil liberties. And Osaka city already has regarded 3 videos as hate speech. However, some Japanese lawyer criticized that statement. One of them, Japanese lawyer, Shinichi Sakano said bar association shouldn’t make recommendation to educational activity and the content of that statement was radical.
Then, I found that courts are also going forward. Some Zaitokukai members were charged with hate speech for Korean people. They said, “Go back to the Korean Peninsula”, “You smell like a kimchi.” and “Take Korean to the animal shelter! Dogs are clever than Korean!” Court judged Zaitokukai members to pay about 12.26 million yen (2014).
However, I can’t say Japanese government tries to take a measure for hate speech, or rather, many Japanese politicians give a hate speech. I found Japanese student organization; “Anti-Racism Information Canter (ARIC)” last week and it archives Japanese politician’s hate speech. I would like to research who gave a hate speech and what they said this week. Do politicians who give a hate speech think hate speech is evil thing? What they think about hate speech? I mean to research what they have to say.
