The Pacific East District has utilized SQFs as a way to shape conversations. Although AdvancED and DoDEA initiated the rollout of SQFs in SY 2016 - 2017, HQ and AdvancED postponed the rollout of SQFs, along with the revised standards, until March of 2018 in the Pacific East District, impart due to two variables: (1) The Pacific East District hosted our first Systems Accreditation External Review in May 2017 under the standards that were going to be transitioned out of in SY 2017-2018, and it was determined that we would not introduce the revised standards or SQFs until we completed our first systems review; (2) It was determined that SQFs would be introduced by AdvancED during a face-to-face training. AdvancED conducted the training 7-8 March 2018. In addition to the DSO collaborating to complete the System Quality Factor Diagnostic, each school within the district completed a School Quality Factors Diagnostic in SY 2018-2019.

In the fall of 2019 the Pacific East reshaped our commitment to building capacity with Focused Collaboration through job-alikes by dedicating most available time to learning to and meaningfully collaborating in job alikes. In order to maximize our potential with our Focused Collaboration structure, we made an intentional decision to focus available resources and time on “doing” authentic work and not merely “talking” about doing work. Therefore, we focused on demonstrating how our work and initiatives align with the SQFs. The Pacific East District SQFs Approach 2019-2020 outlines the district's work aligned with the SQFs. AdvancED introduced SQFs to CSI Chairs and administrators during a district-wide training March 7-8, 2018. As explained, combined with 21st century perspective on effective schools, led to the identification of seven research-based school quality factors that are the keys to driving improvement. The district's goal was to make the connection between what schools representing the SQFs. how the SQFs can be identified, and the way forward plan of school monitoring the improvement process of the factors.
The Pacific East District and each school within the district introduced SQFs to their facility and conducted a SQF diagnostic. For each School Quality Factor there are effective practices and/or conditions that reflect the elements that must be evident to support the institutional effectiveness related to the pertinent School Quality Factor. Schools collaboratively discuss the indicators by self assessing the school progress routinely throughout of the school year collecting evidence to support the levels of progression.
Since the Pacific East District refocused our attention on Focused Collaboration (FC) and committing to a consistent implementation of FC in support of our College and Career Ready Standards and the use of data to make instructional decision, we focused on doing authentic work in meeting our goals while connecting our work to SQFs. Schools were expected to identify an SQF or sections of SQFs on which to focus for the school year. The district implemented the SQF Authentic Action tracker to capture schools’ work with SQFs. Schools shared updates on their progress with their SQFs during Internal Review Visits.
In response to the information gleaned from Internal Review Visits (IRVs) indicating clear visions and systems, a large turnover of district personnel and leadership, and working to maintain quality education for all students during the COVID-19 pandemic, the Pacific East District focused on SQF A: Clear Vision and SQF B: Healthy culture. The district implemented the SQF Authentic Action tracker to capture schools’ work with SQFs.
