The Pacific East District maintains an up-to-date response to the fluid COVID-19 pandemic. In addition to implementing and remaining consistent with processes and procedures within the DoDEA COVID-19 Operational Guidelines and Protocols, we also must operate in accordance with the processes and procedures implemented at each of our seven commands, United States Force Japan (USFJ), and our host country, Japan. We are proud of our diligence in keeping learning predominantly in-person, while maintaining a positive impact on mitigation strategies. TEXT HERE
The DoDEA Learning Walkthrough Tool (LWT 2.0) provides administrators and educators with guidelines and expectations regarding instructional practices. Administrators are expected to engage in five learning walkthroughs each week and to provide educators with feedback regarding their instructional practices as a means to develop further professional practices among educators.
Focused Collaboration serves as the vehicle for educators to collaboratively engage in job-embedded professional learning, focused on student achievement. During this time, educators review evidence of student learning and use this information to make instructional decisions. All educators engage and are provided with direction and guidance regarding Focused Collaboration on a weekly basis. The district’s guidelines, expectations, common schedule, calendar, and framework have led to improvements regarding it’s implementation. The Focused Collaboration process is monitored through ongoing reviews of team meeting logs and an annual review of the initiative.

The Pacific East District Forward Integrated Support Teams (FIST) provide policies to guide school and district operations in alignment with the identified goals. All schools demonstrate alignment with the DoDEA guidelines and policies.
The Interactive Customer Evaluation (ICE) system is a means for stakeholders to provide anonymous or named feedback regarding DoDEA, the Pacific East District, and schools. Comments received from the ICE system are provided to specific stakeholders and are then addressed appropriately. Action is taken to acknowledge, and if necessary, correct, any identified problems within five days. Praises are highlighted and celebrated within the district.
Internal Review Visits (IRVs) within the Pacific East District are the method in which the Pacific East measures school continuous improvement and quality assurance. The IRV process, which happens on an annual basis, provides the district with insight into areas of growth and ways to provide support for schools. Schools provide their progress toward four district-selected Cognia Standards focusing on continuous improvement (1.3), differentiation (2.7), assessment (2.11), and professional learning (3.2). Administrators and school continuous improvement chairs attend IRVs as a way to enhance their professional practice and learn from peers regarding best practices for improving schools. Increases in frequency and participation, modifications to the IRV process in response to stakeholders feedback, and the outcomes observed in the IRV briefs demonstrate positive impact on our district’s organizational effectiveness in support of teaching and learning.
The Pacific East Data Management System (PEDMS) aligns with standard 1.7 as it was developed as a system for the district, schools, district teams, and teachers to engage in ongoing data analysis. PEDMS provides schools with a structured approach to analyzing data. The implementation of PEDMS enables schools and the district to measure and examine student learning and school improvement in alignment with the continuous improvement process.
The district’s and schools’ goals are embedded in the PEDMS process and support the development of consistent school improvement goals and action plans.
The Pacific East District Professional Learning Plan outlines the professional learning opportunities for educators within the district. The plan uses the Kirkpatrick Model’s Four Levels of Training Evaluation (results, behavior, learning, and participant reaction) to gauge the success of professional learning implementation throughout the district.
The Pacific East Steering Committee serves as the continuous school improvement team for the district. This team provides their insight and feedback into district decisions and examines various aspects of the district improvement plan.
The Pacific East Strategic Plan, developed by the Pacific East Steering Committee, aligns with standard 1.7, as it provides direction for schools, administrators, and teachers in professional learning that is aligned to DoDEA’s and the district’s goals and initiatives.
The Strategic Plan helps establish consistent expectations and implementation practices that develop teacher and organizational excellence.

Counseling
The Student Services Team is composed of general educators who provide support to teachers to improve the quality of the general education program and reduce the underachievement of students. Student Services encompasses a variety of processes to include Student Support Teams (SST), Special Education, 504, counseling, and school psychologists.
The SST process provides schools with early intervention for struggling students. Special Education and 504 programs follow established DoDEA guidance for Special Education. Schools develop Case Study Committees (CSC), a school-level multidisciplinary team, including parents, that are responsible for making educational decisions concerning a student with a disability. Counselors and school psychologists work to support social emotional needs of students and also provide educators needed support for them to meet the needs of individual students.
The SST, SPED, and 504 processes represent a group of policies that have a positive impact on our district’s organizational effectiveness in support of teaching and learning.
The Pacific East District focused on SQF A (Clear Direction) and SQF B (Healthy Culture) and engaged in work to ensure that we provided all schools with the district’s expectations, vision, and direction in alignment with the district purpose statement. The focus on SQF A led to the development of the district strategic plan. Following a successful improvement with developing a clear direction, the Pacific East District decided to focus on SQF B and SQF D, Impact of Instruction.
The DoDEA attendance policy provides specific guidance on attendance and absences, and identifies support services for students at-risk of not fulfilling the grade or course requirements.
The DoDEA Blueprint for Continuous Improvement provides and guides the framework for continuous improvement across the Pacific East District.
Due to DoDEA being a federal agency and a part of the DoD, there are many policies for which our organization is held accountable. At the HQ level, the Policy Team administers and operates the DoDEA Issuance Program and the Policy Working Group and facilitates DoD-level issuance coordination for DoDEA. The Pacific East District stays abreast and in-compliance of all current policies and regulations from DoDEA and the DoD.
The DoDEA Principal-of-the-Year Program promotes and recognizes quality leadership in instruction for teaching and learning within our organization.
The DoDEA Teacher-of-the-Year Program promotes and recognizes quality teachers in teaching and learning.
The DoDEA Virtual High School and Online Summer School Program represents diverse approaches to instruction and learning available to students.
The Joint Travel Regulations implements policies and laws to establish travel and transportation for federal civilians. Pacific East District ensures all employees are aware of and are in-compliance of all Joint Travel Regulations.
The Master Calendar aligns with the Pacific East District continuous improvement process by outlining professional learning days and internal review visits in the district.
The Pacific East implemented the Pacific East Data Dashboard to make data more easily accessible to colleagues throughout the district.
