The Pacific East District has positively impacted strategic resource management as evidenced by:
Establishing Professional Learning Instructional Systems Specialists (ISS) at all six complexes in Pacific East District to expand opportunities for effective and efficient on-demand teacher coaching
Expanding the Instructional Systems Specialists (ISS) team to include ISS for all content areas and instructional supports
Implementing and providing support for the DoDEA College and Career Ready Standards according to a yearly schedule
Implementing a Strategic Plan that outlines the district’s initiatives and guides professional learning as well as the allocation of resources
Re-allocating manpower and staffing requirements according to student enrollment and identified needs of the school and students
Adhering to DoDEA procurement policies and guidelines regarding the selection and purchase of resources in support of the Pacific East purpose and goals
The Pacific East District has expanded the role of the Instructional Systems Specialist to include additional positions. This has allowed for additional support across the district for educators and administrators. Additionally, the district has developed processes and systems to help review the allocation of human capital and materials.
The district performs an annual assessment of staffing and manpower requirements for each school based on enrollment and identified student needs. In addition, there is a schedule and process in place for the regular update of materials and resources according to needs assessments and DoDEA’s mission to modernize the agency and provide innovative technology and resources to staff and students.
The Pacific East District has been reallocating ISS positions to include a professional learning ISS in all complexes to ensure support for each school.
To determine human, material, and fiscal resources the district developed Levels of Support in alignment with student performance on DCAS summative assessments as well as results from Internal Review Visits (IRVs). These Levels of Support include increased travel, ISS support, and additional materials/resources.
The Pacific East District will continue to follow its timeline of updating curriculum in alignment with the College and Career Ready Standards every five years and updating equipment and resources according to their cycles.
The allocation of human, material, and fiscal resources will continue to be guided by the district’s manpower document and the Levels of Support to improve student performance and organizational effectiveness.
DoDEA’s College and Career Ready Standards provide the rigorous curriculum necessary for educators to improve student learning. The yearly rollout of grade-level and subject-specific CCR standards and instructional expectations is embedded in the Pacific East District Professional Learning plan.
DoDEA’s Comprehensive Assessment System (DoDEA-CAS) provides the measurement and monitoring tool to determine whether the Pacific East District is increasing student learning. Educators utilize results from the DoDEA-CAS during their work in Focused Collaboration to determine instructional paths forward for students and ensure they are meeting the needs of all students and providing 21st century learning opportunities.
Student achievement on these assessments also help to determine Levels of Support and the allocation of human, material, and fiscal resources.

The Pacific East District Forward Integrated Support Teams (FIST) provides policies to guide school and district operations in alignment with the identified goals of the district. All schools demonstrate alignment with the DoDEA guidelines and policies.
HR responsibilities include overseeing recruitment and staffing, educator certification and recertification, classification and compensation, human capital record keeping, labor management relations, and data integrity. HR have developed and implemented automated systems to enhance our educator recruitment process, track the timeliness and accuracy of our personnel action processing, process travel orders and entitlements, and track the timeliness and accuracy of pay related inquiries and grievances.
Manpower Staffing program objectives are to forecast, justify, program, allocate, and manage staffing resources in a manner that effectively and economically supports the delivery of a high-quality education to eligible students.
Internal Review Visits (IRVs) within the Pacific East District are the method in which the Pacific East measures continuous school improvement.
Results from the IRVs indicate school level needs and requirements and are used as the basis for Levels of Support.
The Pacific East District developed the levels of support as a means to determine resource allocation regarding support for schools. This provides a structured and strategic framework for the district to support school improvement. The Levels of Support, while a new system, has led to alignment within the district office regarding methods of supporting schools, as evidenced through the calendar and ISS travel planning.
Levels of Support offers additional resources to selected schools as a result of data from DoDEA interim and summative assessments. Resources include student materials, substitute coverage for professional learning, and additional ISS support.
The Pacific East District Professional Learning Plan outlines the professional learning opportunities for educators within the district. The plan uses the Kirkpatrick Model of Evaluation to describe how the district will evaluate the results, behavior, learning, and participant reaction to the professional learning opportunities within the district. Professional Learning includes district College and Career Readiness training days, professional learning according to the district strategic themes, and PBL training.
The Pacific East Strategic Plan, developed by the Pacific East Steering Committee outlines the district’s expectations and plan to provide rigorous learning opportunities for all students through an emphasis on 21st century innovative skills of collaboration, creativity, critical thinking, and communication. The Strategic Plan helps guide Professional Learning and the allocation and management of resources to improve student achievement and organizational effectiveness.
This file includes the DoDEA contracted and systemwide instructional resources for school year 2021-2022. These instructional resources were put into place to support the teaching and learning of DoDEA's College and Career Ready Standards and serve as DoDEA’s primary instructional resources. Many of the adopted curricula and resources include digital platforms to meet the specialized needs of learners.
The district adopted more cloud-based applications and migrated operating systems to Microsoft 365 to securely access information resources and materials from anywhere. Access to innovative, industry-leading technology services and solutions include ClassLink, Schoology, and Google Suite for Education. These cloud-based applications provide students and educators with more tools to implement 21st century innovative skills and align with DoDEA’s Blueprint commitment to Student Excellence. The access and availability of these resources allows for greater organizational effectiveness.
The DoDEA Blueprint for Continuous Improvement provides the framework for continuous improvement across the organization. The Pacific East District utilizes the Blueprint to guide the direction of the Pacific East District.
The Comprehensive Planning System (CPS) consists of a four-year iterative cycle that is published annually to define planning, budgeting, and acquisition requirements and timelines. It provides guidance in all DoDEA functional areas (divisions, regions, Centers for Instructional Leadership (CIL), districts and schools) that are involved in the planning process resulting in prioritized capabilities based on strategy, annual resource allocation, and program formulation for student achievement.
The Technical Program Management Office (TPMO), located at DoDEA Headquarters, identifies, prioritizes and executes a technology portfolio of initiatives, programs and projects that are aligned with DoDEA’s strategic goals and educational vision. They support the Pacific East District with the acquisition of new technology and resources, the implementation and usage of new software and technology resources, and with the development and implementation of policies and procedures regarding technology. TPMO, through their Classroom Technology Requirements Series, engages stakeholders to monitor and adjust DoDEA policies regarding technology, the acquisition of technology, and the support needed to implement high quality instruction in digital literacy.
