The Pacific East District purpose statement, “to provide leadership, guidance, and support to schools in fulfilling DoDEA's goals and initiatives while cultivating high student achievement” inspired action that has resulted in positive impact on the direction of the district as evidenced by:
Developing a district motto to provide a clear focus for the district: One Team, One Vision
Creating and implementing the Steering Committee to ensure diverse perspectives are voiced in regard to decisions and providing direction for schools
Developing the Strategic Plan to provide clear direction to the district
Creating a professional learning structure, including Focused Collaboration, as a means to cultivate high student achievement through student-led discourse and 21st century teaching and learning
Emphasizing data analysis through the development and implementation of the Pacific East Data Management System (PEDMS) to focus on improving student achievement
Providing professional learning in support of data analysis to support educators in monitoring student learning and achievement
Implementing the DoDEA Comprehensive Assessment System (DoDEA-CAS) that shows increases in student achievement
The Pacific East District uses its allocation of funds to provide clear, consistent, and equitable support of schools in alignment with the purpose statement.
The Pacific East District provides schools with direction and guidance regarding communication plans in alignment with the Pacific East District purpose. Schools develop detailed communication plans and communication matrices to help ensure clear communication within schools. All schools in the Pacific East have communication plans. This has allowed for improvements in communication across the district, as evidenced by the results from the Internal Review Visits.
DoDEA’s Comprehensive Assessment System (DoDEA-CAS) aligns with the district’s purpose statement as the measurement and monitoring tool to determine whether the Pacific East District is meeting their purpose of cultivating high student achievement. Educators utilize results from the DoDEA-CAS during their work in Focused Collaboration to determine instructional paths for students. An increase in student performance across the Pacific East demonstrates the impact of our focus on student achievement.
DoDEA’s College and Career Ready Standards (CCRS) provide the rigorous standards and curriculum necessary for educators to cultivate high student achievement in alignment with the district’s purpose statement. The Pacific East District provides ongoing professional learning, implementation timelines, and expectations and guidelines regarding DoDEA CCRS in order to promote a common understanding and direction for educators regarding rigorous instruction and the connection to high student achievement.
The DoDEA Learning Walkthrough Tool (LWT) provides administrators and educators with guidelines and expectations regarding instructional practices in support of the district’s purpose statement. Administrators are expected to engage in five learning walkthroughs each week and to provide educators with feedback regarding their instructional practices. The Pacific East District’s expectations have led to increases in the usage and implementation of the LWT.
Focused Collaboration serves as the vehicle for educators to collaboratively discuss and study student performance in alignment with the district’s purpose statement. All educators engage and are provided with direction and guidance regarding Focused Collaboration on a weekly basis. The district’s guidelines, expectations, common schedule, calendar, and framework for all educators in the Pacific East has led to improvements in its implementation.
Internal Review Visits (IRVs) within the Pacific East District are the method in which the district monitors school understanding of the district direction and purpose. The IRV process, which happens on an annual basis, provides the district with insight into areas of strength, growth, and needed support for schools. Schools provide their progress toward four district-selected Cognia Standards focusing on continuous improvement (1.3), differentiation (2.7), assessment (2.11), and professional learning (3.2). Results from the IRVs suggest growth in schools’ understanding of the common vision and purpose of the district.
The Pacific East District’s leadership development aligns with the district purpose statement as it provides administrators with a variety of learning opportunities to ensure a common understanding of the district’s direction and vision. Professional learning opportunities for leaders include bi-annual Leadership Summits, weekly CSI Networking Days, quarterly CSI Complex Days, weekly district Leadership Meetings, principal and assistant principal learning networks, and coaching opportunities. The district’s focus on leadership development has led to an increase in leaders' understanding of the common Pacific East processes.
The Pacific East District developed the Levels of Support as a means to determine resource allocation regarding support for schools. The Levels of Support align with the district’s purpose statement by providing a framework for structured and strategic support for schools. The Levels of Support, while a new system, has led to alignment within the district office regarding methods of supporting schools, as evidenced through the Levels of Support calendar and ISS travel planning.
The Pacific East Data Management System (PEDMS) was developed as a structured system and consistent approach for the district, schools, teams, and teachers to engage in data analysis. The implementation of PEDMS enables schools and the district to measure and examine student achievement. The district’s and schools’ goals are embedded in the PEDMS process and support the development of consistent school improvement goals and action plans.
The district’s guidance led to each school developing a purpose statement and an embedded process to review their purpose statements. Purpose statements and the purpose statement review processes are examined on an annual basis through collaborative processes at each school.
The Pacific East Steering Committee serves as the continuous school improvement team for the district and provides clear direction and guidance to the district by developing an opportunity for various stakeholders to give insight and feedback into district decisions and direction. Clear guidance is evidenced by a broad understanding of the district direction and implementation of the strategic plan across the Pacific East District.
The Pacific East District initially focused on System Quality Factor (SQF) A, identified as Clear Direction, and engaged in work to ensure that we provided all schools with the district’s expectations, vision, and direction in alignment with the purpose statement. One outcome of the district’s focus on clear direction, the Steering Committee developed the Pacific East Strategic Plan.
The focus on SQF A, has shown to be effective; schools across the district have provided feedback indicating success, hence the adjustment to a district focus on SQF D: Impact of Instruction.
The DoDEA Blueprint for Continuous Improvement provides the framework for continuous improvement across the organization. The Pacific East District utilizes the Blueprint to guide the direction of the district.
The DoDEA Mission and Vision provides direction to districts within DoDEA. The Pacific East District utilizes DoDEA’s Mission and Vision to help drive the direction of the district.
The Master Calendar aligns with the Pacific East District’s purpose by providing clear guidance and direction for schools regarding professional learning and events in the district.
The Pacific East District implemented the Pacific East Data Dashboard to make data easily accessible to colleagues throughout the district.
