The Pacific East District strives to provide structures for learners to develop positive relationships to support their educational experience through:
Implementing student support programs to include partnerships with Military Family & Life Counselors (MFLC)
Developing and monitoring student-support programs that include counseling programs
Supporting Community Partnerships through the utilization of Family Health Programs
Utilizing the Internal Review Visits structure to monitor educational experiences across the district
Providing schools with the autonomy to develop and monitor school-level student advocacy programs
Implementing the Choices 360 program
The Pacific East District engages in a variety of community partnership opportunities at the school, installation, district, and regional levels. Through utilization of Family Health Programs, which may vary by base, schools are able to provide targeted support for all students. All Pacific East schools are also provided with a Military Family Life Counselor (MFLC) to support students with the unique needs of being military connected students.
In addition to partnerships with the local military community the Pacific East District engages in work with the local Japanese community through offering Host Nation courses and engaging in partnership events with the Ministry of Foreign Affairs.
The Pacific East District uses the DoDEA Operational Guide to provide district and school leaders with general guidelines and protocols for establishing and maintaining safe school environments that reduce the risk of COVID-19 virus spread.
The Pacific East implemented a COVID-19 coordinator at each school to serve as the liaison for all questions and concerns regarding COVID guidance. Additionally, COVID-19 committees were developed at each school to make safe and sound decisions to ensure the school adhered to all COVID-19 guidelines, while maintaining equitable and consistent implementation of COVID 19 protocols and regulations at the school site.
Internal Review Visits (IRVs) within the Pacific East District are the method in which the Pacific East measures school continuous improvement.
The IRV is an annual process that provides the district with insight into areas of growth and ways to provide support for schools. During IRVs, schools share their progress toward four district-selected Power Cognia Standards on continuous improvement (1.3), differentiation (2.7), assessment (2.11), and professional learning (3.2). Additionally, feedback sessions are held for students, parents, and teachers to identify opportunities for growth.
The Pacific East District utilizes IRVs to monitor schools’ processes in ensuring equitable learning opportunities for all students. The IRV process has helped establish a more collaborative environment for school improvement across the district.

The Pacific East Student Services offer an array of support to promote students having appropriate, ongoing assistance needed to be successful. Examples of available programs that support student advocacy include 504, school counseling, school nurses, school psychologist, special education Student Support Teams.
The school counselor program is monitored through the development of a school counseling plan targeting established goals to meet the needs of the students they serve. In addition, the counseling program utilizes Choices 360 for grades 7-12.
The Student Support Team (SST) process helps schools identify students who may need behavioral supports and provide educators with tools, interventions, and assistance with helping all students be successful.
Educators within DoDEA follow its policies in support of students and access a variety of tools, resources, and supports to meet the needs of students.
The Military and Family Life Counseling Program supports service members, their families and survivors with non-medical counseling worldwide. Trained to work with the military community, military and family life counselors deliver valuable face-to-face counseling services, briefings and presentations to the military community both on and off the installation.
The Pacific East District has programs and positions throughout the district to support student advocacy, which are augmented by school-level programs.
