The mission of the Transportation Office is ensuring that the Pacific East’s most precious assets, our students, are safely transported to and from school. As such, the Student Transportation Program is designed to provide a quality, secure, and safe transportation service on a daily basis throughout the school year.
Pacific East District Transportation Office manages six geographically separated installation Student Transportation Offices, six Student Transportation Officers and 18 Local Nationals. The Transportation Office supports 20 schools and over 8,000 students within nine military installations and housing areas to encompass all branches of the Department of Defense and Department of Homeland Security on mainland Japan.
Pacific East District is one of the largest in the Department of Defense Education Activity (DoDEA), as it spans a distance of over a thousand miles from Misawa Air Base in northern Japan all the way down to Sasebo Naval Base located in southern Japan.
The Pacific East has positively impacted school operations through:
Receiving DoDEA Headquarters 100% Daily Commute Funding that ensures bus student Transportation Program covers daily commutes. Daily Commuting transportation is the transportation of students from their assigned bus stop to school at the beginning of their school day and the return to their assigned bus stop at the end of the normal scheduled school day. Only one trip to and from school per day is authorized for each student.
Providing curricular transportation which consists of student transportation services in direct support of the school curriculum and events within the normal school day. Normally, the activity is scheduled for an entire class, participation is mandatory, and considered in determining a student’s grade.
Outlining clear transportation roles. These roles include:
Develop, implementing, and monitoring program compliance
Reviewing and validating program and budget requirements
Serving as liaison between DoDEA, DoD agencies and the military services for resolution of transportation issues
Serving as a Member of the DoD Fleet Manager's Group which develops transportation policy throughout DoD
Reviewing and analyzing current Federal, State and Host Nation regulations in order to recommend any needed changes and develop new regulatory initiatives concerning DoDEA Student and Material Transportation Program
Being responsible for all matters pertaining to the DoDEA Student Transportation Program
In addition to Daily Commute transportation for all students, the Transportation Office accomplished 719 curricular trips district wide.

In the summer of 2019, the transportation program successfully procured 121 new buses, two new driver contracts, one district-wide Safety Aid/Attendant contract to transport students in a safe and effective manner. In addition to Daily Commute transportation for all students, the Transportation Office accomplished 383 curricular trips district wide. Fewer curricular trips were accomplished during this school year due to the COVID-19 pandemic.
In addition to Daily Commute transportation for all students, the Transportation Office accomplished 5 curricular trips district wide. Due to the abundance of caution and safety for our students, the Pacific East District has limited curricular trips during the ongoing COVID-19 pandemic. This continues to the present 2021-2022 school year.
One of the biggest positive impacts occurred in December 2021. Through collaboration with the DoDEA Drama and Theater Team, the Transportation Office developed a new District Bus Safety Video which was reviewed and approved by DoDEA Public Affairs. The new buses also have individual lights and air conditioning above each of the seats just like aircraft.

Budget for buses = $36,274,885.46 is 10-year cost for the current Japan lease bus contract of 121 buses.
Pac East Student Transportation acquires funding from DoDEA Headquarters to support bus service and contracts:
○ Three Contracted Bus Service Providers (Sasebo, Iwakuni, Yokota)
○ Three MIPRs Military Master Labor Contractors (Host Nation Japanese collaboration) drivers

■ 2) US Navy: NAVFAC Atsugi, Yokosuka, & Ikego
■ 3) US Air Force: Misawa (DoDEA MLC)
For Pac East not only did we recomplete and award two new Bus Service Provider Contracts in summer 2019, but 2019 - 2020 we also redid the Safety Aid Contract for $1.2 Million. It is designed primarily for K-2 grades with focus of the Kindergarten to provide hand-off to parents at bus stops in AM and PM runs to and from school.
The Department of Defense Education Activity (DoDEA) Pacific requires leased administrative vehicles services for DoDEA schools and offices located within Mainland Japan. Vehicles provided in accordance with this PWS are intended for general administrative use by DoDEA Pacific for transporting passengers and cargo IAW DoDEA AI 4500.01.
DoDEA District Superintendent Office (DSO) vans are contracted for the district. The current status is up for extension and a new 5-year contract. An exploration of the contract options determined a savings of over half a million US Dollars to lease vs purchasing assets. A lease also includes maintenance on vehicles.
