The Steering Committee members include two teacher representatives (selected by FEA), six school administrator representatives (one admin per complex), five instructional system specialists (ISSs) representatives, and two district leadership representatives. The work of the Steering Committee is authentic, transparent, unified, communicative and sustainable.
Purpose:
The Steering Committee’s purpose for the DODEA Pacific East District is to provide consistent direction and guidance to support stakeholders in educating, engaging, and empowering all students.
The Pacific East District Steering Committee will be:
Authentic: The committee will engage in a data-informed process for mutual accountability and improvement across the district.
Transparent: The work of the committee will be visible, accessible, and representative of stakeholders.
Unified: The committee will operate as one team with one vision.
Communicative: The committee will be responsive and provide clear and consistent communication.
Sustainable: The committee will utilize systemic processes and enduring structures.
The Pacific East Steering Committee has positively impacted the Pacific East District, as evidenced by:
Creating a structure and venue to bring multiple perspectives from across the district together
Providing consistent direction and guidance for stakeholders in educating, engaging, and empowering all students for success
Developing a clear, long-term plan for the district through the creation of the Pacific East District Strategic Plan
In SY 2016 - 2017, the Pacific East District identified its first district goals:
Develop a comprehensive professional learning system to build capacity
Integrate technology into everyday classroom instruction
Implement the College and Career Ready Standards for math and literacy
Use student data to support instruction decisions
These four goals establish the foundation for the Pacific East improvement journey as a system.
Stakeholders Voices:
The Assessment Accountability ISS established the Japan Advisory Council, made up of students, community members, teachers, administrators, and district personnel, to review district processes and provide feedback.
In the 2017-2018 school year, the Pacific East District enhanced its focus on its professional development (PL) goal by creating a district PL plan . The plan was narrow in scope and primarily focused on training associated with CCRS, and it is a precursor to the Pacific East Strategic Plan.
Stakeholder Voices:
The Assessment and Accountability ISS established expectations and timelines associated with the improvement journey with schools. As part of the move forward, goal teams were formed at the district level with only ISSs to initiate the work.
In the 2018-2019 school year, the Pacific East District implemented a goal template to be used for district and school goals. The process led to conversations around essential components to move forward as a system.

The Internal Review Process was expanded to further engage School level CSI Chairs and administration.
During the 2019-2020 school year, the Pacific East District identified a need to create a structure that allowed for district decisions to be made involving a variety of stakeholders and began to explore a variety of structures to meet this need. The district identified a variety of foci for its ongoing growth to include student-led discourse, technology, and 21st century teaching and learning practices.

The Pacific East District increased capacity of CSI Processes through engaging Professional Learning ISSs in the formation of League 2022. League 2022 was formed as a support team to assist our schools and complexes in continuous improvement and accreditation endeavors and tasks throughout the district. League 2022 engaged with the Cognia standards and i3 Rubric and used the Engagement Review as the target date to establish a status of where we might be if we were to host the Engagement Review today. League 2022 then projected where we potentially could be in spring 2022, identified the actions needed to to maximize our success during the Engagement Review, and developed a realistic, manageable action plan that could be utilized to maximize our potential. The Pacific East Steering Committee developed the Pacific East District Strategic Plan and rolled it out to school administrators and ISS, and then shared the plan across the district through Internal Review Visits and Continuous School Improvement meetings.

The Pacific East District increased capacity in the district by implementing seven Critical Initiative Working Groups: (1) professional learning, (2) Focused Collaboration, (3) DoDEA Learning Walkthrough, (4) data usage, (5) social emotional learning, (6) onboarding, coaching, and mentoring, and (7) leadership development. The Critical Initiative Working Groups focus their work around the Pacific East Strategic Plan through implementing initiatives, structures and programs. Our working groups consist of a variety of Faculty Members, Instructional System Specialists, school administrators and Center for Instructional Leadership from across our district.
The Pacific East Steering Committee was developed following an identified need to create a structure to allow for input from a variety of stakeholders. Following its inception, the Pacific East Steering Committee developed a purpose and belief statement and its by-laws to outline how it is governed.
One of the first tasks of the Pacific East Steering Committee was the development of the Pacific East District Strategic Plan. The Steering Committee presented the Strategic Plan to school administrators and ISS. The plan was rolled out in the 2020-2021 school year. The Strategic Plan Structure was shared with all schools through Internal Review Visit out briefs and Continuous School Improvement meetings.

The Pacific East Steering Committee meets on a biweekly basis and tracks its work through the meeting logs that are available to school administrators, ISS, and faculty members.
