The Pacific District uses their allocation of funds to provide clear, consistent and equitable support to lead to school and educator improvement.
The Pacific East District provides schools with direction and guidance regarding communication plans in alignment with the Pacific East District purpose. Schools develop detailed communication plans, communication matrices, and communication details to help ensure clear communication within schools. Within this process, school leaders outline information regarding expectations to communicate with supervisors. The Pacific East communication expectations and resources have resulted in improvements in communication across the district, as evidenced by the results from the Internal Review Visits.
The Department of Defense Performance Management and Appraisal Program (DPMAP) aligns with standard 1.6 as it serves as the professional evaluation system within DoDEA. The DPMAP process provides professionals within DoDEA with performance elements aligned with expectations regarding their role. Evaluators engage in beginning-of-the-year, middle-of-the-year, and end-of-the-year meetings with each educator. The DPMAP process outlines the frequency of evaluations for educators. Administrators receive ongoing professional learning which establishes clear and common expectations regarding the evaluation system. The implementation of the DPMAP process across DoDEA has led to a cohesive and consistent process for evaluating educators across the Pacific East District.
DoDEA’s College and Career Ready Standards provide rigorous standards and curriculum for educators. The Pacific East District provides ongoing professional learning to improve educator professional practice in support of improving student learning. As part of their performance evaluation, educators are expected to plan and provide high quality instruction in alignment with the DoDEA CCRS. Evidence of the alignment of DoDEA CCRS in support of standard 1.6 can be found embedded within DoDEA educator performance elements. DoDEA’s rollout of the DoDEA CCRS to include professional learning and a gradual roll out, supports educator ability to implement and provide high quality instruction in alignment with their performance plan.
The DoDEA Learning Walkthrough Tool (LWT) provides administrators and educators with guidelines and expectations regarding instructional practices. Administrators are provided with the expectation to engage in five learning walkthroughs each week and to provide educators with feedback regarding their instructional practices as a means to develop further professional practices among educators. While the LWT is non-evaluative, it provides a basis for administrators to support improving teacher professional practices. Increased usage of the LWT and an increased understanding of the tool among school leaders has supported increases in teacher performance, and in turn, student achievement.
Focused Collaboration serves as the vehicle for educators to collaboratively engage in job-embedded professional learning focused on student achievement. During this time, educators review evidence of student learning and use this information to make instructional decisions. All educators engage and are provided with direction and guidance regarding Focused Collaboration on a weekly basis. Guidance includes guidelines, expectations, a common schedule, calendar, and framework for all educators in the Pacific East. Monitoring of the Focused Collaboration process by school administrators and Instructional Systems Specialists has helped lead to positive impacts on teacher collaboration, performance and ultimately, student achievement.
Internal Review Visits (IRVs) within the Pacific East District are the method in which the Pacific East monitors school continuous improvement throughout the district. The IRV process, which happens on an annual basis, provides the district with insight into areas of growth and ways to provide support for schools. Schools provide their progress toward four district-selected Cognia Standards focusing on continuous improvement (1.3), differentiation (2.7), assessment (2.11), and professional learning (3.2). Administrators and school continuous improvement chairs participate in IRVs as a way to improve their professional practice and learn from peers regarding best practices for improving schools. Increases in school performance on IRVs from year to year provide evidence that the process has had a positive impact on teacher and administrator performance over time.
The Pacific East District Leadership Development provides administrators with a variety of learning opportunities to develop their professional practice. Professional learning opportunities for leaders include leadership summits, complex huddles, CSI Networking Days, CSI Complex Days, Leadership Meetings, principal and assistant principal learning networks and coaching opportunities. Ongoing professional learning for administrators has led to common practices regarding teacher evaluations and staff supervision practices.
The Pacific East District developed the Levels of Support as a means to determine resource allocation regarding support for schools, which aligns with the Pacific East District purpose statement by providing a framework for structured and strategic support for schools. The Levels of Support, while a new system, has led to alignment within the district office regarding methods of supporting schools, as evidenced through the calendar and ISS travel planning.
The Pacific East District engages the Northeast Asian Teachers Association (NEATA), the teacher association for the district, in a strategic partnership to help develop collaboration between district and school leadership and educators. The partnership has led to improvements in communication between administrators and teachers regarding the educator evaluation system.
The Pacific East Data Management System (PEDMS) aligns with standard 1.6 as it is a system for the district, schools, teams, and teachers to engage in ongoing data analysis. The implementation of PEDMS allows schools and the district to measure and examine student learning and school improvement in alignment with their continuous improvement process. Implementation of PEDMS has supported improvement in teacher professional practices by providing educators with a clear process for analyzing and utilizing data to drive instruction.
The district’s and schools’ goals are embedded in the PEDMS process.
The Pacific East District Professional Learning Plan outlines the professional learning opportunities for educators within the district. The plan uses the Kirkpatrick Model’s Four Levels of Training Evaluation (results, behavior, learning, and participant reaction) to gauge the success of professional learning implementation within the district. Used with the Strategic Plan, professional learning leads to consistency in supervision and evaluation processes.
The Pacific East Strategic Plan provides direction for schools, administrators, and teachers in professional learning that is aligned to DoDEA’s and the district’s goals and initiatives. The Strategic Plan helps establish consistent expectations and implementation practices that develop teacher and organizational excellence.
The DoDEA Blueprint for Continuous Improvement provides the framework for continuous improvement across the organization. The Pacific East District utilizes the Blueprint to guide professional learning in the Pacific East District.
The Master Calendar aligns with the Pacific East District continuous improvement process by outlining professional learning and internal review visits in the district.
