Strategic Initiative 1.1 of DoDEA’s Blueprint for Continuous School Improvement is Data-Informed Instruction. It states that DoDEA should “Provide all students with instruction that is aligned to rigorous standards and is differentiated based on an appropriate assessment system and the needs of individual learners.”
At times the differentiation to meet individual needs will take place in the general classroom setting as teachers utilize formative assessment data to determine the levels and types of support their students need. In other cases, students require more intensive remediation of skills that take place in an alternate classroom setting- Strategic Math Instruction and Strategic Literacy Instruction guidance conveys specific and coherent evidence-based practices that help educators identify students for strategic mathematics/ literacy instruction as early as possible and provide them with targeted instruction to accelerate their mathematics. Literacy achievement to succeed in college, career, and civic life.
The Pacific East District has, over the years, implemented DoDEA programs to address the needs of these students for both Math and Literacy. At the elementary level, students were pulled out for intensive literacy and math instruction . On the secondary level, students are enrolled in classes that provide the needed support, and teachers are able to use Seminar class to address their students’ needs.
In addition to intervention classes that provide support in Math and Literacy, and to address the growing demand for college and career readiness, the Pacific East offers various courses in the field of Career and Technical Education (CTE). These courses are opportunities for students to explore career choices while gaining valuable, hands-on experience that will equip them with the communication, collaboration, creative and critical thinking skills needed for the 21st Century and beyond opportunities
DoDEA supports advanced learners and advanced instruction through the Advanced Academic Program and Services (AAPS) program in grades K - 5, the DoDEA Gifted Education (GE) Program in grades 6 - 12, and The College Board’s Advanced Placement (AP) program in grades 9 - 12. Another option available to students is DoDEA Virtual School. Students may enroll in DoDEA Virtual on a part-time or full time basis, depending on their needs (such as making up credits).

Elementary Math focused on the final implementation year of CCRSM training, which consisted of a before school training for every school, a quarterly in person training for every school, which included minimal remediation and enrichment. Math Support Specialist
Secondary Math began our first year of implementation of CCRSM training, which consisted of beginning of school year training for every school, a quarterly in person training for every school, and an extended training session prior to summer break.
Elementary Literacy focused on differentiated literacy instructional strategies for small group instruction to include workstations, guided reading, and collaborative work aligned to the Reading Street resource program
ISSs assisted teachers in utilizing data from the Benchmark Assessment Systems to better inform instruction and align to reading program expectations. Literacy Support Specialists utilized the intervention program Leveled Literacy Instruction (LLI) was implemented as systematic instruction to accelerate learning and bring the students to grade-level performance. Bi weekly running records were documented in ASPEN to monitor student reading achievement.
Secondary Literacy focused on the implementation of the CCRS in tandem with providing intense support for students who were struggling with literacy in multiple areas. The primary resource for providing this support was Read 180 Next Generation, which was used in Grades 3-5. Read 180 assesses students’ reading skills and provides individualized strategies that target each student’s areas of need, including decoding, vocabulary, and comprehension.

Secondary Math-In July 2020, i-Ready was awarded a contract for math intervention programs
within the Department of Defense Education Activity (DoDEA) middle schools. i-Ready
provides students with personalized pathways to growth, with precise instruction that is guided
by i-Ready assessment data. Math ISSs Provided training for interim results interpretation and action using best practices and NCTM’s Principles to Action guide and developed guidance for focus standards and digital learning for struggling learners and provided recommendations for formative assessments
Elementary Literacy facilitated teacher training for the Year 1 implementation of Benchmark Advance resource system for elementary literacy. ISS provided professional development in utilizing Benchmark Advance as aligned to CCRSL quarterly training . Catapult Learning conducted monthly support training for Site Literacy Leaders to improve implementation of CCRSL instruction and learning as well as the use of Benchmark Advance professional development resources to support teacher training.

Elementary Math - DoDEA adopted and started the Moving with Math Intervention Program to meet the needs of struggling math students and ISSs provided training and support with Moving with Math. SMI is explicit, evidence-based, small group instruction intended to accelerate the conceptual understanding, problem solving, and reasoning of identified and referred students who are striving to meet grade-level College and Career Ready Standards for Mathematics (CCRSM). SMI is provided in addition to core classroom instruction and core intervention, thereby increasing the total amount of time students receive mathematics instruction. SMI follows an instructional routine that supports or scaffolds the strengthening of deficit skills.
Secondary Math supported the implementation of the Strategic Math Instruction 6-8 course (also known as Middle School Math Support) to provide remediation and support for students performing below grade level expectations. ISSs provided support for self-identified areas of growth in Modeling and Reasoning from both the instructional and learning areas. Distinct level professional learning was created and delivered to address how to interpret and use interim data effectively to appropriately modify instructional and learning practices
Elementary Literacy provided guidance in assisting schools and teachers to implement online literacy instruction due to Covid-19 transition to online learning. Strategic Literacy Instruction (SLI)is provided in addition to core classroom instruction and core intervention, thereby increasing the total amount of time students receive literacy instruction. SLI follows an instructional routine that supports or scaffolds the strengthening of deficit skills. . At the elementary level, SLI should occur during the reader’s workshop,
when students are working on accountable independent reading or participating in literacy work
stations. Strategic instruction should not supplant core literacy instruction (standards-aligned mini
lessons), student’s individual or small group, differentiated classroom instruction
Secondary Literacy - Read 180 Strategic instruction is intended to reinforce targeted skills and build fluency and automaticity with those skills so students have equitable access to grade level content to become proficient across all College and Career Ready Standards. . At the secondary level, SLI is a stand-alone
course that is built into the master schedule and is either a 9 week (middle school wheel) or a
semester course.
Career Technical Education (CTE)- CTE is part of the middle school and high school experience, and prepares students for the full range of post-secondary opportunities, including college and careers.

K-12 Strategic Literacy Intervention Implementation- The Department of Defense Education Activity (DoDEA) procured instructional resources for the K-12 Strategic Literacy Intervention program. The procured resources are Spring Forward from Benchmark Education for grades K-1, Steps to Advance from Benchmark Education for grades 2-6, and Read 180 Universal from Houghton-Mifflin-Harcourt for grades 7-12.
CTE-Career Technical Education (CTE) is an education pathway that provides students with the academic, technical, and real world knowledge, skills and experience they need to be prepared for a variety of career options.
