The Strategic Plan provides clear guidance and direction for schools, administrators, and teachers across the district consistent with DoDEA’s goals and initiatives. The Pacific East Strategic Plan was developed by the Pacific East Steering Committee which consists of district leadership, 5 ISS, one administrator from each complex, making 6 total administrators, and two teacher representatives.
The Strategic Plan identifies two objectives, increase student achievement in Mathematics and increase student achievement in Literacy. To support the Pacific East District objectives, one overarching district goal has been identified, defined as the Pacific East District will improve student achievement through emphasizing the 21st Century Innovative skills of (1) Collaboration (2) Creativity (3) Communication and (4) Critical Thinking (4Cs). Three strategic themes set the stage for the next three years of achieving excellence: (1) discourse, (2) digital learning, and (3) project-based learning. The three strategic themes are supported by seven critical initiative working groups. These are (1) professional learning, (2) Focused Collaboration, (3) DoDEA Learning Walkthrough, (4) data usage, (5) social emotional learning, (6) onboarding, coaching, and mentoring, and (7) leadership development.
The Pacific East Strategic Plan has positively impacted the district, as evidenced by:

School goals were articulated and structured online in Assist. Each school was required to have four measurable objectives aligned under the district goal.
Schools and the district continued utilizing ASSIST for goal creation. The district dedicated resources to rolling out DoDEA College and Career Standards (CCRS) and new assessments under DoDEA-Comprehensive Assessment System (DoDEA-CAS), cornerstones for the Pacific East improvement journey. The district had the belief that implementing a standards-based system, inclusive of aligned standards, curriculum resources, and assessments, was the essential component to leading to a clearly defined improvement journey.

In order to continue building continuity throughout the district, the Pacific East District implemented a goal template, in alignment with the Pacific West and Pacific South districts, that was utilized by the district office and all schools. In addition, in the fall of 2018, the Pacific East Assessment and Accountability ISS partnered with the CIL Education Research Analyst to deliver an introductory training at each of the six complexes for CSI Chairs and administrators. The training included the introduction of data protocols, root-cause analyses, and SMART goals.

The Pacific East District engaged in using a root cause analysis approach to identify three goals for the district. These included Focused Collaboration, Student Achievement, and Technology. Schools had the autonomy and flexibility to develop their own goals and objectives, leading to a variety of goals.
During SY 2019-2020, the district transitioned from four goals to three goals:

Based on the observations gleaned from SY 2020-2021 IRVs and school visits it was suggested that stakeholders were not comprehending how the district initiatives and goals were aligned. Because of this, the district developed a plan for creating the Pacific East Steering Committee, composed of representatives from diverse stakeholder groups, to collectively frame the continuous-improvement efforts of the district.
In the SY 2020-2021, the Pacific East District developed the Steering Committee.

It is important to note that the ongoing reshaping of goals is a result of monitoring and adjusting goals during the process of our improvement journey. At no time did a goal go away. The goals were being met and needed to be modified to continue improving the particular areas.
The district enhanced our goal process by offering training on goals, migrating goal templates to online systems, and embedding a monitoring process into the goal process.
Through an analysis of the data, the Steering Committee developed and implemented the Pacific East Strategic Plan. The Steering Committee utilized results from the Pacific East District data analysis process. This process was adapted from Professional Learning Plans: A Workbook for States, Districts, and Schools from Learning Forward as the methodology for developing its strategic plan, and in turn, its professional learning plan. The results from this process ultimating led to the Pacific East Strategic Plan.

In addition, as part of the Strategic Plan, the Pacific East District increased capacity in the district by implementing seven Critical Initiative Working Groups: (1) professional learning, (2) Focused Collaboration, (3) DoDEA Learning Walkthrough, (4) data usage, (5) social emotional learning, (6) onboarding, coaching, and mentoring, and (7) leadership development. The Critical Initiative Working Groups focus their work around the Pacific East Strategic Plan through implementing initiatives, structures and programs. Our working groups consist of a variety of Faculty Members, Instructional System Specialists, school administrators and Center for Instructional Leadership from across our district.
In SY 2021-2022, the Pacific East District expanded the implementation of the Strategic Plan and increased stakeholder participation by adding 56 teachers to the Critical Initiative Working Groups.
The district modified the district goal in alignment with the Pacific East District Strategic Plan and the goal process in alignment with the Pacific East Data Management System.
