Pacific East District’s quality assurance process and its impacts includes:
Developing, monitoring, and adjusting district and school continuous improvement processes, structures, and systems
Creating the Pacific East Continuous Improvement ePortal for the collection, storage, sharing,and monitoring district and local school continuous improvement processes
Supporting ongoing school and district improvement through continuous school improvement networking sessions
Creating a professional learning structure to review and monitor the impact of professional learning on system effectiveness
Emphasizing data analysis through the development and implementation on the Pacific East Data Management System (PEDMS) to focus on student achievement and system effectiveness
Utilizing Internal Review Visits (IRVs) to monitor system consistency and effectiveness
Implementing the DoDEA Comprehensive Assessment System (DCAS) to monitor impacts of instruction and demonstrate increases in student achievement
Engaging stakeholders to provide feedback regarding system effectiveness
Conducting reviews of the effectiveness of educational programs
In SY 17-18, DoDEA restructured the system-wide Assessment and Accountability Division by rebranded the system-wide assessments as the DoDEA Comprehensive Assessment System (DoDEA-CAS). Over the last four years, the focus has been on aligning assessments with college and career standards.
In SY 18-19, the Pacific East District implemented an annual Internal Review (IRV) process. Each year the district enhanced the IRV process in response to feedback gained from stakeholders who participated in the IRVs. The IRV process became a central component of quality assurance within the district and has led to district-wide capacity building.
In SY 19-20, the Pacific East District enhanced our Continuous School Improvement (CSI) Network system by adding CSI networking sessions, CSI complex collaboration days, and data support chairs.
Since transiting to from school accreditation to system accreditation, the Pacific East District prioritizes capacity building, using tools and resources to realize One Team, One Vision. In SY 2021-22, the Pacific East District implemented our Pacific East District Management System (PEDMS), which is synonymous with our continuous improvement system. The PEDMS implementation came in response to IRV feedback that indicated schools needed structured guidance for continuous improvement and additional support in embedding data in our continuous improvement process.
Additionally, the Steering Committee has developed and implemented the Strategic Plan Structure to unite all schools with a common focus on a 21st Century Teaching and Learning Initiative.
As a district, we continue to monitor and implement the DoDEA Comprehensive Assessment System (DoDEA-CAS) across DoDEA as evidence of progress toward meeting our objectives.
The Pacific East District will continue to monitor and adjust its continuous improvement processes by implementing a balanced-assessment system that provides all leaders and educators access to reliable data. Data housed in this system will continue to be utilized to identify strengths and weakness, so that our system can identify and address the needs of all students.
Additionally, the district will work to refine the training and implementation process of PEDMS to assure quality and effectiveness.
The Pacific East District will also continue to modify and adjust the Internal Review (IRV) process to help improve all schools across the district.
The Pacific East District provides schools with direction and guidance regarding communication plans in alignment with the Pacific East District purpose. Schools then develop detailed communication plans and communication matrices to help ensure clear communication. The communication matrices include ways schools share information with stakeholders and engage in two-way dialogic conversations to receive input from stakeholders. All schools in the Pacific East have communication plans. The implementation of the Pacific East communication resources have encouraged improvements in communication across the district, as evidenced by the results from the Internal Review Visits.
The Continuous School Improvement (CSI) networking sessions serve as opportunities for school improvement teams within schools and complexes to engage in professional learning, share best practices, and collaborate on methods to improve schools. The Pacific East District supports ongoing school improvement by providing these opportunities to schools. The district and school work collaboratively to develop goals and action plans. The Pacific East District has improved the process for the Continuous School Improvement Network by adding more collaborative opportunities, monitoring participant feedback, and adjusting the process in response to CSI network participant feedback.
The Pacific East District monitors leadership growth and performance through the DOD Performance Management and Appraisal Program (DPMAP). DPMAP aligns with standard 1.11 as it serves as the professional evaluation system within DoDEA that provides the quality assurance checks.
The DPMAP process provides professionals within DoDEA with performance elements aligned with expectations regarding their roles. Evaluators engage in beginning-of-the-year, middle-of-the-year, and end-of-the-year meetings with each educator. The implementation of the DPMAP process across DoDEA has led to a cohesive process for evaluating administrators across the Pacific East District.
DoDEA’s Comprehensive Assessment System (DoDEA-CAS) provides the measurement and monitoring tool to determine whether the Pacific East District is increasing student performance. Educators utilize results from the DoDEA-CAS during their work in Focused Collaboration to determine instructional paths forward for students. The Pacific East District has demonstrated growth regarding student performance on DoDEA-CAS assessments.
The DoDEA Learning Walkthrough Tool (DWLT) provides administrators and educators with guidelines and expectations regarding instructional practices. Administrators are provided with the expectation to engage in five learning walkthroughs each week and engage in learning walkthrough calibrations with other administrators, Center for Instructional Leadership coaches, and Instructional Systems Specialists. The LWT serves as the quality assurance check for monitoring educator instruction. The Pacific East District’s approach to DWLT has led to improvements in understanding DoDEA LWT indicators and an increase in completions of learning walkthroughs.
Focused Collaboration serves as the vehicle for educators to collaboratively engage in job-embedded professional learning focused on student achievement. During this time, educators review evidence of student learning and use this information to make instructional decisions. All educators engage and are provided with direction and guidance regarding Focused Collaboration on a weekly basis. The Focused Collaboration process centers on colleagues collaborating throughout the district and within schools. The Pacific East District engages in an annual review of the Focused Collaboration process and receives feedback from stakeholders to determine the effectiveness of the program. The district analyzes feedback results and makes adjustments to the program each year.

The Pacific East District Forward Integrated Support Teams (FIST) provide policies to guide school and district operations in alignment with the identified goals of the district. All schools demonstrate alignment with the DoDEA guidelines and policies. FIST monitors compliance and quality assurance regarding policies and operations for DoDEA.
The Interactive Customer Evaluation (ICE) system is a means for stakeholders to provide anonymous or named feedback regarding DoDEA, the Pacific East District, and schools. Comments received from the ICE system are provided to relevant stakeholders. Action is taken to correct any identified problems within five days. Praises are highlighted and celebrated within the district. The Pacific East District has increased our responsiveness to ICE comments from stakeholders.
Internal Review Visits (IRVs) within the Pacific East District align with the district purpose statement as they are the method in which the Pacific East monitors school understanding of the district direction and monitors quality assurance. The IRV process, which happens on an annual basis, provides the district with insight into areas of growth and ways to provide support for schools. Schools provide their progress toward four district-selected Cognia Standards focusing on continuous improvement (1.3), differentiation (2.7), assessment (2.11), and professional learning (3.2). Results from the Internal Review Visits suggest growth in schools understanding the common vision and purpose of the district and positively growing in the Pacific East District’s four Power Standards.
The Pacific East District developed the Levels of Support as a means to determine resource allocation regarding support for schools, providing a framework for structured and strategic support and monitoring of schools. The Levels of Support, while a new system, has led to alignment within the district office regarding methods of monitoring and supporting schools, as evidenced through the calendar and ISS travel planning.

The implementation of PEDMS enables schools and the district to measure and examine student learning and school improvement in alignment with their continuous improvement process.
The district’s and schools’ goals are embedded in the PEDMS process.
The Pacific East District Professional Learning Plan outlines the professional learning opportunities for educators within the district. The plan uses the Kirkpatrick Model’s Four Levels of Training Evaluation (results, behavior, learning, and participant reaction) to gauge the success of professional learning implementation throughout the district.
The Pacific East Strategic Plan, developed by the Pacific East Steering Committee, aligns with standard 1.11 as it arose from feedback from stakeholders in requesting direction for schools, administrators, and teachers across the district in alignment with DoDEA’s goals and initiatives.
DoDEA provides a customer satisfaction survey every two years to teachers, parents, and students regarding DoDEA practices. The Pacific East has improved in our responsiveness to feedback from Customer Satisfaction Survey.
In the spring of 2021 RAE instituted a new process to put the 50+ Curriculum and Student Services Programs on a five-year review cycle to evaluate program implementation and effectiveness. Thus are, three evaluations have been completed:
