The Pacific East District has positively impacted strategic resource management as evidenced by:
Establishing Professional Learning Instructional Systems Specialists (ISS) at all six bases in Pacific East District to expand opportunities for teacher coaching
Implementing a long-range plan to roll out the rigorous DoDEA College and Career Ready Standards
Implementing a long-range plan for a comprehensive assessment system to monitor student learning
Developing and implementing student-support programs to help all students achieve standards including special education students, English language learners, and advanced learners
Developing and implementing educational programs to support struggling and advanced learners
Developing and implementing a long-range plan for a collaborative framework through Focused Collaboration
Aligning professional learning and Focused Collaboration to the district’s Strategic Plan in support of student achievement in math and literacy
Adhering to DoDEA procurement policies and guidelines regarding the selection and purchase of resources in support of the Pacific East purpose and goals
The Pacific East District has been reallocating ISS positions to include a professional learning ISS in all complexes to ensure support for each school. The Strategic Plan provides a long-range education roadmap to guide the district toward Student Excellence. The current year’s plan is to focus on student-led discourse. The Strategic Plan helps guide professional learning and training.
In support of long range planning and use of resources, the Pacific East District utilizes the DoDEA Comprehensive Assessment System (CAS) to measure student achievement in math and literacy.
The Pacific East District will continue to follow its timeline of updating curriculum in alignment with the College and Career Ready Standards every five years.
In accordance with the district’s Strategic Plan, Digital Learning and Project Based Learning will be implemented and monitored in SY 22-23 and SY 23-24 respectively.
The district will also continue to administer assessments through DoDEA CAS as the primary method to measure student achievement.
The Pacific East District dedicates resources to offer a variety of opportunities to meet the needs of advanced learners. Elementary schools within DoDEA follow the Advanced Academic Programs & Services (AAPS) – Elementary (Grades K-5)
Implementation Guide which outlines levels of service for all students at the elementary level. The elementary program enables all students who show mastery of grade-level skills the opportunity to receive extension opportunities. All elementary students also receive instruction in critical and creative thinking skills on a quarterly basis as part of the AAPS program guidance.
At the secondary level, students are afforded with opportunities to engage in content, course, or grade-level acceleration. Students at the high school level can participate in Advance Placement (AP) courses either through Pacific East schools or through DoDEA Virtual School courses.
The programs and policies in place within the Pacific East District enable students who demonstrate mastery of grade-level skills and knowledge to have access to extending their learning.
The Continuous School Improvement (CSI) networking sessions serve as opportunities for continuous school improvement teams within schools and complexes to engage in professional learning, share best practices, and collaborate on methods to improve schools. Schools monitor student success through their continuous school improvement work and ensure that learners are engaging in 21st century learning opportunities through an analysis of their school data. The work engaged in during the networking sessions include long-range planning and fulfillment of long-range school goals.
The Pacific East District dedicates many resources toward supporting the implementation and success of the DoDEA’s College and Career Ready Standards (CCRS). The implementation timeline included a gradual roll-out based on subjects and grade-level beginning in SY 2015-2016 and continuing through next school year.
The DoDEA CCRS frame the instructional expectations for all students and set the standard for high expectations and best instructional practices with 21st century skills for all students.
DoDEA’s Comprehensive Assessment System (DoDEA-CAS) provides the data used to measure and monitor student achievement within the Pacific East District.
Currently, the district administers interim and summative assessments in Math and ELA. Results help to guide the district’s long-range instructional plans as well as the allocation of resources and support for curricular programs.
The DoDEA Learning Walkthrough Tool (LWT) provides administrators and educators with guidelines and expectations regarding instructional practices. Administrators utilize the LWT to monitor the implementation of standards and district initiatives in accordance with long-range plans and goals.
All educators engage in Focused Collaboration and are provided with direction and guidance regarding the work of Focused Collaboration on a weekly basis. Educators review evidence of student learning and use this information to make instructional decisions. The guidelines and expectations set by the Pacific East District have led to improvements in implementation and understanding, along with a common schedule, calendar, and framework for all educators across the district.
The Pacific East District Forward Integrated Support Teams (FIST) provides policies to guide school and district operations in alignment with the identified goals of the district. All schools demonstrate alignment with the DoDEA guidelines and policies.
FIST encompasses the divisions that manage and implement the Pacific East District’s resources.
In order to build capacity through our district and to fulfill our long-range plans, the Pacific East District has invested many resources to the success of our Internal Review Visits (IRVs). IRVs are the method in which the Pacific East measures continuous school improvement. The annual IRV process provides the district with insight into areas of growth and ways to provide support for schools.
The Pacific East Data Management System (PEDMS) aligns with standard 3.7, as it was developed as a system for the district, schools, teams, and teachers to engage in ongoing continuous improvement based on data. The district and school goals are embedded in PEDMS.
The Pacific East District Professional Learning Plan outlines the professional learning opportunities for educators within the district. The plan uses the Kirkpatrick Model’s Four Levels of Training Evaluation (results, behavior, learning, and participant reaction) to gauge the success of professional learning implementation throughout the district. Long-range plans and goals may be adjusted based on these results.
The Pacific East Steering Committee serves as the continuous school improvement team for the district. This team provides their insight and feedback into district decisions and examines various aspects of the district improvement plan. The development of the Steering Committee arose from the need to implement a system for decision making that involved various stakeholder perspectives.
The Pacific East Strategic Plan, developed by the Pacific East Steering Committee outlines the district’s expectations and the long-range plan to provide rigorous learning opportunities for all students through an emphasis on 21st century innovative skills of collaboration, creativity, critical thinking, and communication.
The Pacific East District has identified six critical initiatives as components of their strategic plan. These components support the implementation and realization of the district’s goal. The critical initiatives are: (1) professional learning, (2) Focused Collaboration, (3) Learning Walkthrough/Instructional Rounds, (4) Social and Emotional Learning, (5) Coaching, and (6) Leadership Development. Each component has an action plan to support district-wide implementation and alignment with the long term goal of student achievement.
The Pacific East Districts dedicates many resources to our Student Services.
The seven main programs included in our Student Services focus on providing support to students with identified needs.
These programs have a positive impact on maintaining services and meeting student needs during the fluid situations associated with COVID-19 climate.
The Pacific East District focused on SQF A: Clear Direction and SQF B: Healthy Culture and engaged in work to ensure that they provided all schools with the district’s expectations, vision, and direction in alignment with the district purpose statement. The focus on SQF A: Clear Direction, led to the development of the district strategic plan. Following successful improvement in developing a clear direction, the district moved its focus to SQF B: Healthy Culture and SQF D: Impact of Instruction.
The DoDEA Blueprint for Continuous Improvement provides the framework for continuous improvement across the organization. The Pacific East District utilizes the Blueprint to guide the direction of the Pacific East District.
The Pacific East District provides all students with computer access to ensure equitable opportunities to engage with educational technology. DoDEA’s robust media and library services allows students to equally access information utilizing a wide variety of digital databases.
The Technical Program Management Office (TPMO), located at DoDEA Headquarters, identifies, prioritizes and executes a technology portfolio of initiatives, programs and projects that are aligned with DoDEA’s strategic goals and educational vision. They support the Pacific East District with the acquisition of new technology and resources, the implementation and usage of new software and technology resources, and with the development and implementation of policies and procedures regarding technology. TPMO, through their Classroom Technology Requirements Series, engages stakeholders to monitor and adjust DoDEA policies regarding technology, the acquisition of technology, and the support needed to implement high quality instruction in digital literacy.
